Guangzhou Introduces New Measures to Facilitate the Entry and Exit of High-End Talent

On July 16, the Guangzhou Science and Technology Bureau (Foreign Experts Bureau) and the Guangzhou Border Inspection General Station Zhoutouzui Border Inspection Station signed a strategic cooperation agreement to jointly carry out services and support for high-level talent entry and exit. This cooperation marks Guangzhou’s new innovative measures in serving international scientific and technological talent and optimizing the business environment.

According to the agreement, both parties will focus on providing exclusive entry and exit guarantee services for high-level talent of key technology companies such as the Internet and artificial intelligence in the Haizhu and Pazhou areas, and innovatively explore the establishment of a "convenient inspection" mechanism for high-end talent passes. For high-level talents who are found to meet the requirements, their entry and exit document information will be reviewed in advance by the border inspection station, and they can enjoy the "green channel" rapid inspection service when entering and leaving the country, significantly improving customs clearance efficiency.

Xie Ming, Party Secretary and Director of Guangzhou Science and Technology Bureau, said at the signing ceremony that last year, the Guangzhou Science and Technology Bureau and the border inspection departments pioneered the "instant enjoyment" service for the entry and exit of high-end talent, allowing hundreds of international top talents to experience the "Guangzhou speed" and "Guangzhou warmth". This deepening of cooperation with Zhoutouzui Border Control Station is another important practice by the Guangzhou Science and Technology Bureau to continuously optimize the service chain and respond to the demands of frontier industry talent.
The Pazhou Hong Kong-Macao passenger port under the jurisdiction of the Zhoutouzui Border Inspection Station is located in the heart of the city, adjacent to the Canton Fair Exhibition Hall and the Pazhou Digital Economy Demonstration Zone, Financial City, and other major business districts. Its "Sea-Sky Transport" model directly connects to the Hong Kong International Airport and reaches all over the world. It is also the only information collection and registration point for border inspection fast channels in Guangzhou, enabling "one-place registration, nationwide sharing". The Party Secretary and Station Chief of Zhoutouzui Border Inspection Station, Qin Siming, introduced the unique advantages of the Pazhou port. "The Zhoutouzui Border Inspection Station will fully leverage its professional advantages, actively serve Guangzhou's talent introduction strategy, provide more convenient customs clearance services, policy consultations and guarantees for high-end innovative talents, and make 'Amazing Guangzhou' renowned worldwide."
This upgraded cooperation is particularly focused on serving Pazhou - the core area for Guangzhou's digital economy and artificial intelligence industry. By providing customs clearance convenience for high-level talent of key technology enterprises in the region, it will directly help Pazhou attract and gather top global innovative resources, promote the development of the Pazhou Internet Innovation Cluster, and accelerate the cultivation of new quality productive forces.
A relevant official from the Guangzhou Science and Technology Bureau said that in the future, they will work with the Guangzhou Baiyun Border Inspection Station and Zhoutouzui Border Inspection Station to continuously optimize the cooperation mechanism, expand the scope of service beneficiaries in a timely manner, actively explore and introduce more innovative measures to facilitate international talent exchanges, and continually enhance the "golden brand" of Guangzhou's international talent services, providing solid support for the construction of a high-level talent hub in the Guangdong-Hong Kong-Macao Greater Bay Area.
