About Linping District


Linping District covers an area of 286 square kilometers, with a registered residence population of 626000 and a permanent resident population of 1108000. In 2023, the regional GDP reached 106.727 billion yuan, an increase of 6%, and the total fiscal revenue was 25.379 billion yuan and the general public budget revenue was 14.468 billion yuan, an increase of 10.4% and 6.7% respectively.

Linping is a crucial location for the integration of Hangzhou and Shanghai. Located in the center of the Yangtze River Delta, at the intersection of the G60 Science and Technology Innovation Corridor, the West City Science and Technology Innovation Corridor, and the East City Smart Manufacturing Corridor, it has shipping resources such as the Grand Canal and the Second Canal. It is the first county in the province to be connected by an expressway loop, with a network of rail transit. The entire high-speed rail journey from Linping to Shanghai Hongqiao only takes one hour.

Linping is a highland for the integration of digitization and intelligence. It has three major industrial platforms, namely, Hangzhou Linping Economic and Technological Development Zone, Linping New Town, and the Grand Canal Science and Technology Innovation City. It has built Yishang Town, China (Hangzhou) Computing Power Town, Industrial Internet Town and other characteristic towns. Linping is an ecologically livable paradise. Within the territory, there are scenic spots such as Chaoshan, Tangqi ancient town, and Dingshan Lake, which are one of the three major plum blossom appreciation destinations in Jiangnan. It is a "beautiful place in Jiangnan" described by the literary master Feng Zikai. Since 1953, it has been a county-level political, economic and cultural center, with complete urban functions and people living and working in peace and contentment. It is a fashionable new city that combines ancient charm and modernity.

Talent Policy

Linping District actively builds a "3+N" talent highland, focusing on "attracting, nurturing, managing, utilizing, and retaining love" to provide full life cycle policy guarantees for talents. One is to create a hierachical development pattern. Leading talents will receive a maximum of 8 million yuan in supporting rewards and 5 million yuan in talent introduction subsidies. Municipal and district high-level talents will receive a maximum of 8 million yuan in housing subsidies, and high-level engineers will receive a maximum of 120000 yuan in work subsidies in 3 years. The second is to cultivate a strong foundation for innovation and entrepreneurship. The approved "Dinghu" talent innovation and entrepreneurship project will receive a maximum rent subsidy of 3000 square meters for 3 years, a research and development subsidy of 30 million yuan and an entrepreneurship insurance with a coverage of 10 million yuan. The third is to optimize the "San'an" service ecosystem, provide comprehensive talent service guarantees such as cultural and tourism vouchers, health examinations, academic vacations, and children's education. We have built 11 service stations, and signed 3 hotels, and 9 youth canteens covering the entire district, and selected more than 100 merchants to establish the "Dinghu Qincai Alliance", providing talent exclusive preferential policies from "clothing, food, housing, transportation, and play".

Industrial Policy

Linping District closely focuses on the goal of high-quality economic development, integrates into the construction of the "415X" industrial cluster in Zhejiang Province and the "five major industrial ecosystems" in Hangzhou, continuously strengthens policy coordination in green energy, biomedicine, high-end equipment, fashion home textiles, new materials, intelligent IoT and other fields, and formulates and supports the high-quality development of the industry Article 99, and promotes industrial agglomeration and growth.

Increase the support of project investment, with a maximum subsidy of 50% of the project investment; support enterprises to become bigger and stronger, up to 30 million yuan reward; increase the cultivation of champion enterprises, up to 2 million yuan reward; support enterprises to create "future factories", up to 20 million yuan reward; for the biopharmaceutical industry, encourage drug innovation research and clinical trials, with a maximum reward of 50 million yuan; for the intelligent IoT industry, encourage the research and development of characteristic processes, and give a research and development subsidy of up to 6 million yuan; for the fashion industry, encourage enterprises to develop online and offline integration of new retail, and give a subsidy of up to 5 million yuan.

Major Innovation Platforms and Featured Industrial Parks

Linping Economic and Technological Development Zone was established in 1993 and upgraded to a national level economic and technological development zone in 2012, with a regional area of 76.94 square kilometers. In 2021, the total industrial output value reached 106.177 billion yuan, ranking 24th in the comprehensive evaluation of national level economic development zones by the Ministry of Commerce, and entering the top 30 in the country. The comprehensive development level ranked first among the district (county, city) level national development zones in Zhejiang province. It has formed a "2+1" characteristic industrial system dominated by high-end equipment manufacturing, biopharmaceuticals, and promoted by the home textile and fabric industry. It has gathered leading real economy enterprises such as ROBAM, WINDEY, CFMOTO, XIOLIFI, and BETTA. There are 385 large-scale industrial enterprises, 125 enterprises with over 100 million yuan, and 20 listed enterprises; We have successively built the only provincial-level biopharmaceutical high-tech zone and the first provincial-level intelligent manufacturing demonstration base, and have been rated as one of the top 10 national level development zones in terms of per mu efficiency in Zhejiang province.
Linping New City is located at the core of the Yangtze River Delta urban agglomeration, at the intersection of the Shanghai Jiahang G60 Science and Technology Innovation Corridor and the East City Smart Manufacturing Corridor. It is an important node in the Hangzhou Bay Area, occupying the bridgehead position of Hangzhou's connection with the Greater Bay Area, integration with Shanghai, and integration into the Yangtze River Delta. The Linping District Grand Canal National Cultural Park Construction Management Committee and Grand Canal Science and Technology Innovation City Construction Management Committee were officially established in October 2021, with a total area of approximately 100 square kilometers. The Grand Canal Science and Technology Innovation City focuses on the "3+X" industrial system, focusing on the three major industrial directions of "precise" intelligent manufacturing, "digital" health, and "river" culture, and strives to create a demonstration area for the integration of ecology, innovation, and cultural development. At present, within the scope of the Grand Canal Science and Technology Innovation City, there are 2 listed companies, 193 industrial enterprises above designated size, 4 little giant enterprises, 3 "hidden champions" enterprises, 24 "specialized, refined, and new" enterprises, 1 provincial-level "future factory" pilot enterprise, 13 provincial-level enterprise research institutes, 2 enterprises with a revenue of over 1 billion yuan, and 54 enterprises with a revenue of over 100 million yuan.
