Notice | Providing Special Visa Convenience for Foreign Business Professionals Coming to Shangha

I. Service Target
The foreign business personnel referred to in this notice mainly refer to "individuals who frequently come to China to engage in business activities and play a positive role in Shanghai's industrial and information technology economic and trade cooperation, as well as their spouses and children". Inviting units include various market entities such as state-owned, private, and foreign-funded enterprises

II. Policy Measures
Eligible foreign business personnel can apply for a five-year multiple-entry M or corresponding visa with a stay period of 180 days at Chinese embassies and consulates abroad by presenting the "Special Visa Invitation Letter" issued by the Municipal Government's Foreign Affairs Office. Applicants are exempt from fingerprint collection and can entrust others to handle visas, with only a one-year multiple-entry visa fee charged.
III. Application Process
1. The applying enterprise shall submit a written application to the Municipal Commission of Economy and Information Technology. After reviewing the relevant qualifications of the enterprises that apply, the Municipal Commission of Economy and Information Technology will issue a "registration verification code" to the eligible enterprises.
2. Enterprises that have been granted qualifications can register with the "registration verification code" on the official website of the Municipal Government Foreign Affairs Office（ http://wsb.sh.gov.cn ）The "Invitation Letter Processing" module of "Invitation to China" is used for unit registration. Successful registered enterprises can fill out application information online for the foreign business professionals they invite.
3. Issuing the letter for eligible foreign business personnel, their spouses, and children, the Municipal Government Foreign Affairs Office will review and issue a "Special Visa Invitation Letter" within one week after the enterprise submits the application as required. No fees will be charged for processing the "Special Visa Invitation Letter".
4. Foreign business personnel applying for visas can apply at the Chinese embassy or consulate within 3 months by presenting the "Special Visa Invitation Letter".
IV.Precautions
1. Enterprises can only apply for visas for relevant personnel invited by the enterprise to engage in business activities in China, and are not allowed to expand the scope without authorization or apply for visas for personnel coming to China for non-commercial purposes.

2  For foreign business personnel who have obtained this visa convenience, if they are involved in the "three illegal" or other illegal and criminal activities after coming to China, the Municipal Government Foreign Affairs Office will cancel the application qualifications of the relevant enterprises in accordance with laws and regulations.
