On May 21, the first talent endorsement for travel between the mainland and Hong Kong/Macao within the China (Guangxi) Pilot Free Trade Zone was officially issued at the Exit-Entry Administration Division of Nanning Public Security Bureau. This marks the implementation of the National Immigration Administration's talent endorsement policy in Nanning, adding an efficient channel for cross-border talent exchange among Guangxi, Hong Kong, and Macao.

"From submitting the application materials to receiving the document, it was much faster than I expected. I had one-on-one dedicated service throughout the entire process, and the procedure was very smooth." Luo Haofu (Chairman, Executive President and Senior Engineer of Guangxi Shenzhou Environmental Protection Industry Holding Group Co., Ltd.) was the first recipient of the permit and could hardly contain his excitement. "With a multi-entry endorsement valid for one year, it will be much more convenient for me to go to Hong Kong and Macao for technical coordination and business negotiations in the future."
To actively support and promote high-standard opening-up and high-quality development, the National Immigration Administration announced 10 immigration and entry-exit administration service policy measures on November 3, 2025. The first measure expands the pilot program for talent endorsements for travel between the mainland and Hong Kong/Macao. Effective November 5, 2025, the policy will be implemented across the entire Yangtze River Delta and Beijing-Tianjin-Hebei regions, as well as in all Pilot Free Trade Zones nationwide in addition to the existing coverage in Beijing, Shanghai, and the Guangdong-Hong Kong-Macao Greater Bay Area
The policy implemented in the Guangxi Pilot Free Trade Zone covers six categories of talent: outstanding professionals, scientific research personnel, professionals in cultural and educational, health and medical talent, legal professionals, and other types of talent. Eligible professionals working in the Guangxi Pilot Free Trade Zone (Nanning Area) may apply for multi-entry talent endorsements for multiple entries to Hong Kong and Macao. These entries are valid for 1 to 5 years, allowing for stays not exceeding 30 days in either Hong Kong or Macao.
"The policy precisely addresses the core needs of talent cross-border mobility. It not only removes obstacles for academic exchange and business cooperation but also further enhances Nanning's ability to attract and gather high-end talent, strengthening their sense of belonging and encouraging them to put down roots and develop here," said Shen Chunbo (Deputy Chief of the Exit-Entry Administration Detachment of the Nanning Public Security Bureau).
"Nanning is currently accelerating its efforts to build itself into an international metropolis geared towards opening up and cooperation with ASEAN. A single endorsement opens up a ‘fast track’ for talent mobility and connects 'new spaces' for open cooperation," said Liang Yi (Political Commissar of the Exit-Entry Administration Detachment of the Nanning Public Security Bureau). He stated that as this facilitation policy continues to yield benefits, Nanning is leveraging a superior business environment and practical service measures to build a more convenient bridge for depth cooperation among Guangxi, Hong Kong, and Macao, and thereby rapidly emerging as a hub for international talent focused on ASEAN-orientated opening-up and cooperation.
