New 'One-Stop Shop' for Foreign Talents to Work at

The Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone (HTCZ) is a significant area spanning both Shenzhen and the Hong Kong Special Administrative Region.  It is designed to be a nucleus for scientific and technological innovation within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).

As part of the 'one-stop shop' initiative, the Hetao "e-station" Comprehensive Service Center has been established, offering over 1,300 government services, including more than 500 services tailored for Hong Kong and Macao talents, as well as over 260 services specifically for foreign talents.

The service center is part of Shenzhen's broader strategy to attract high-quality talents in key sectors such as integrated circuits, artificial intelligence, and biomedicine.  The city has introduced measures to ease border entry and exit policies for foreign talents, with those working in the HTCZ benefiting from even more streamlined services.
Eligible foreign professionals can now apply for a China Talent visa (R visa) through a simplified process, which will be issued within five working days by the Shenzhen Municipal Science and Technology Innovation Commission.
Moreover, the city offers a range of incentives for foreign talents, including tax subsidies based on the difference between the individual income tax (IIT) rates of Mainland China and Hong Kong, further exempting such subsidies from IIT.
Shenzhen's commitment to fostering a conducive environment for foreign talent is evident in the establishment of specialized parks within the HTCZ.  These parks provide around 1 million square meters of space dedicated to scientific research and innovation.
The launch of the 'one-stop shop' service is expected to significantly enhance the HTCZ's attractiveness to foreign talent, positioning Shenzhen as a leading destination for global innovators and entrepreneurs.  The city's proactive measures indicate a strong commitment to its transformation into a City of Innovation with a global influence in science and technology.
Shenzhen's Hetao cooperation zone is rapidly emerging as a one-stop destination for foreign talent, offering a comprehensive suite of services, incentives, and opportunities to drive innovation and collaboration in the GBA.
