
The Zibo Municipal Bureau of Human Resources and Social Security, in collaboration with the Municipal Commerce Bureau, has issued a groundbreaking policy to officially recognize overseas professional qualifications, effectively removing institutional barriers for foreign-trained professionals working in the city.
Effective March 25, 2026, the new notice, titled Notice on Improving the Recognition of Overseas Professional Qualifications, introduces a streamlined "direct comparison and recognition" mechanism. This allows eligible professionals holding valid overseas certificates to have their qualifications recognized as equivalent to corresponding intermediate professional titles in China’s system—without the need for additional review or re-issuance of a local certificate.
Seamless Title Recognition Without Red Tape
To qualify, professionals must hold a valid overseas professional certificate, have worked in Zibo for at least one year, and meet the corresponding educational background and work experience requirements as outlined in the Shandong Province Overseas Professional Qualifications Comparison and Recognition Directory (2025 Edition).
Once recognized, their overseas qualification can be used directly as proof of holding an intermediate professional title. This applies to public recruitment, title evaluation, and job competition, significantly simplifying the process and lowering the threshold for career development.
Comprehensive Services for Work and Life
In conjunction with the recognition policy, Zibo has launched the Zibo City Overseas Professional Qualification Talent Service Checklist (2026 Edition), featuring 26 targeted convenience services designed to support foreign professionals across all aspects of work and daily life.
These services cover:
