How Can Foreigners Apply for Professional Titles in Xi'an?

On November 20, the Xi’an Municipal Human Resources and Social Security Bureau released an official response to clarify how foreign professionals can apply for professional title evaluation in the city.
According to guidelines issued by the Ministry of Human Resources and Social Security, professionals from Hong Kong, Macao, Taiwan, and overseas who have worked in Shaanxi Province for more than one year are eligible to participate in the province’s professional qualification examinations or professional title evaluations. Achievements and contributions made abroad may be recognized as valid performance criteria during the evaluation process, and applicants are exempt from continuing education credit requirements.
The policy also allows Hong Kong, Macao, Taiwan, and overseas professionals who hold foreign professional licenses to establish corresponding work permit relationships with relevant professions in the province, thereby supporting their practice in Shaanxi.
