Development Foundation
Xiamen, in its capacity as one of the earliest special economic zones established in China and an export-oriented port city, has an early start in foreign trade. With a good foundation, Xiamen has nurtured numerous foreign trade enterprises with exceptional international market development capabilities and a pool of skilled foreign trade professionals. Xiamen accounts for 48% of Fujian's import and export volume and has a high foreign trade dependence rate of 117%. "Made in Xiamen" products can be found in all countries and regions around the world.
Development Priorities

  • To enhance investment promotion for foreign trade business entities, and precisely attract investment for key links in Xiamen's key industries such as integrated circuit, next-generation display and new materials;
  • To push well-known overseas circulation enterprises to expand their business in Xiamen;

Development Foundation
Xiamen serves as a national pilot city for innovating trade in services, and a demonstration city for service outsourcing. It boasts a thriving service export sector, with designated National Bases for Cultural Export, Digital Services, Traditional Chinese Medicine Services, and Language Services. This “one pilot, one demonstration, multiple bases” model has driven rapid growth, with a 17.3% year-on-year increase in service trade volume in 2024 (local statistics). Key players include Dianchu Technology, Mechanist Games, COSCO Shipping, Meitu, 4399 Network, Huaqiao University, and Xiamen Hospital of Traditional Chinese Medicine. Furthermore, 14 Xiamen enterprises and five projects were recognized as National Cultural Export Enterprises and Projects for 2023-2024.
Development Priorities
  • Special trade in services: aviation maintenance service, telecommunication, computer and information service, cultural service.
  • Emerging trade in services: professional and management consulting service, financial and insurance service, featured finance lease business such as air transportation and shipping, and knowledge service.
Dedicated Industrial Parks
National Cultural Export Base
In June 2018, the Ministry of Commerce identified the Xiamen Area of China (Fujian) Pilot Free Trade Zone as the first national cultural export base. In 2021 and 2022, the National Culture Export Base of Xiamen Area secured the top position among functional area bases in the comprehensive evaluation.
National Digital Service Export Base
In April 2020, the Ministry of Commerce identified Xiamen Software Park as a national digital service export base.
National Traditional Chinese Medicine Service Export Base
In February 2022, Xiamen Hospital of Traditional Chinese Medicine was designated by the Ministry of Commerce and National Administration of Traditional Chinese Medicine as a national traditional Chinese medicine service export base.
National Language Service Export Base
In March 2022, Huaqiao University was designated by seven departments including the Ministry of Commerce as a national language service export base.

(3) MICE Industry
Development Foundation
Xiamen has consistently been recognized as a leading destination for exhibitions and conventions, earning accolades such as “China’s Top 10 Most Competitive Exhibition Cities,” “China’s Top 10 Convention and Exhibition Cities,” “China’s Most Innovative Convention and Exhibition City,” and “China’s Best Conference Destination City.”In 2024, Xiamen hosted 193 exhibitions, covering approximately 2.458 million square meters, and 4,593 conferences with approximately 832,000 attendees, generating an economic impact of approximately RMB 30.983 billion. Key players in this sector include Xiamen C&E Group, ITG MICE, Jinhongxin Exhibition, Phoenix Creativity, and C&D International Travel Agency.

centered around three major clusters: the

(4) Logistics Services
Development Foundation
Xiamen serves as a vital land, sea, and air transport hub in Southeast China, and is rapidly developing into an international comprehensive transportation center and a national port-based logistics hub. In 2024, the city’s logistics services industry generated RMB 179.805 billion in revenue. The Port of Xiamen handled 210.7438 million tons of cargo and 12.2547 million TEUs. Key players include Xiamen Port Holding, Sinotrans, COSCO Logistics, Zhonggu Shipping, JD Logistics, SF Express, Deppon Express, ZTO Express, and Haitou Supply Chain.
