Baoting Releases New Talent Policy: Full-Chain Empowerment for Household Registration, Housing, and Medical Care

On May 29, Baoting Li and Miao Autonomous County held a press conference to interpret its series of talent policies, providing an explanation of the "Baoting Li and Miao Autonomous County Talent Introduction Incentive Measures (2026 Revision)" (hereinafter referred to as the "Measures").

The "Measures" consist of ten substantive, high-value provisions that comprehensively relax household registration requirements, upgrade housing security, optimize living support services, and establish a full-spectrum, full-cycle talent service system, thereby pooling wisdom and empowering high-quality development at the county level.

Household registration conditions have been further relaxed. The "Measures" state that talents holding a full-time general college associate degree or above, under the age of 50, and having signed a labor contract with a local employer for three years or more may directly register for household residency. Talents holding a full-time general college associate degree or above who have graduated within the past five years may register for household residency first and seek employment later. Professional technical and skilled talents under 45 years of age with a junior professional title or professional qualification, as well as legal representatives who have established a business in Baoting and operated it legally for three years or more, may also directly register for household residency.

Housing security has become more comprehensive. The "Measures" state that introduced talents without housing in Baoting may, from the date of household registration, purchase housing on the same terms as local residents. Those who meet the eligibility criteria may apply to purchase government-subsidized affordable housing, or apply for rental subsidies or home purchase subsidies. High-level talents may also apply for talent temporary housing. Different categories of high-level talents shall enjoy health examination services of no less than ¥3,000 and ¥2,000 per year, respectively, and have access to green medical channels. The employment of spouses shall be coordinated through multiple channels based on the principle of "primarily two-way selection, supplemented by coordinated allocation."

In terms of flexible talent introduction and international talent introduction, Baoting has innovatively launched special subsidies for senior (silver-aged) talents. Eligible flexible senior talents in the education and healthcare sectors may receive a silver-aged subsidy of no less than ¥5,000 per month. Overseas Chinese at home and abroad, foreign students, and graduates from Hong Kong, Macao, and Taiwan universities shall enjoy the same treatment as domestic graduates when interning, seeking employment, or starting businesses in Baoting. Additionally, Baoting will construct an international "Talent Home" liaison station to provide one-stop talent services.

Next, Baoting will promote the implementation of these new policies one by one, leveraging an open and inclusive talent environment along with precise and considerate support services to continuously expand the talent agglomeration effect, thereby injecting a continuous stream of talent momentum into the construction of the Hainan Free Trade Port.
