Chengdu: City of Inclusiveness and Rich Human Resources

An investigation called Find Charm of Chengdu, guided by the Foreign Talent Research Center of China's Ministry of Human Resources and Social Security and sponsored by Chengdu Municipal Bureau of Science and Technology, was carried out September 3-6 in Chengdu. An investigative group of foreign experts from the UK, Hungary, Belgium, Ukraine and Japan, invited by the sponsor, made field studies on the achievements of Chengdu in talent introduction, international talent exchange, cooperation, international scientific cooperation, fostering talent-friendly environment and so on. They also had a better understanding of the creative power and the inclusiveness of Chengdu with a thorough investigation via multi-fold channels from various angles on the city's workforce development strategy and the breakthrough achievements made by key enterprises in key fields and scientific research platforms. 

The sponsor hosted the Foreign Experts Symposium during the investigation, attended by top-notch foreign experts of various fields, who had deep exchange on scientific innovation, international personnel exchange and international scientific cooperation and made suggestions to Chengdu on facilitating the participation in the global innovation networks and straightening creativity by concentrating the global innovative human resources.

Chaphiporn Kiatkachatharn from Thailand, director of Thai Educational and Cultural Exchange Center of Chengdu University and winner of 2018 Chinese Government Friendship Award, said he had witnessed the achievements of Chengdu in getting itself in line with international standards and in improving urban environment and infrastructure development. "Chengdu has made an announcement that the city is ready to welcome friends from all across the world," he said, citing the example of the city's great development in aviation industry.

As an internationally renowned expert in tribology and nanotribology, Stelmakh Oleksandr is a professor at the School of Mechanical and Vehicle Engineering of Beijing Institute of Technology. Talking about Chengdu, he said: "I'm impressed by the city’s strength in hi-tech industry, especially in aviation and ground transportation. For instance, the passenger jet C919 has integrated an array of many 'Chengdu-made' new technologies."
Katsumi Tanigaki, chief researcher at Beijing Academy of Quantum Information Sciences and winner of 2022 Chinese Government Friendship Award, offered his suggestions based on his study field: "China's high energy physics research has its powerhouses in eastern coastal areas, and I wish Chengdu, as a national-level strategic central city in western China, will put more efforts in building up the infrastructure for high energy physics research, to realize the balanced, scientific layout of research facilities in the country."
The city of Chengdu, which has been listed as China's Most Attractive Destination City for Talents for consecutive five years and ranked five times as one of the top-10 “Charming China—the most Attractive Chinese Cities for Foreign Talents, is attracting more talented personnel from across the world with its unique charm and opening-up attitude. At present, China is actively improving the mechanism of introducing foreign experts and service system by means of setting up pilot spot of convenience service for foreigners working in China and the comprehensive service platforms for foreigners and so on to attract more foreign talents to come to China to play an active role in promoting friendly cooperation and exchange between China and other parts of the world.
