Service Guide for Professional Title Evaluation for Foreign Nationals Working in China

I. Scope of Application
Foreign talent holding valid documents such as the Foreign Permanent Resident ID Card of the People's Republic of China or passport, who are engaged in professional and technical work in enterprises, public institutions, non-public economic organizations, social organizations, and other entities in Tianjin (including central government and other provincial entities stationed in Tianjin), may apply for professional title evaluation in accordance with relevant regulations.

II. Evaluation Policies
(1.) Professional title evaluation in Tianjin shall be carried out in accordance with the Interim Measures for the Administration of Professional Title Evaluation in Tianjin (J.R.S.G.Z. [2019] No. 4), the implementation opinions and evaluation standards for the reform of various professional title systems in Tianjin, and the application conditions set forth in the evaluation policies for various professional titles.

(2.) Foreign professionals engaged in specialized technical work in Tianjin may apply for professional titles through their employer’s human resources and social security departments at the place where the labor relationship is established.

(3.) For high-level talent, urgently needed talent, and outstanding young talent introduced or cultivated by various enterprises in Tianjin, regardless of whether they have ever obtained a professional title, the enterprise may directly apply for a professional title of the corresponding level based on their performance and qualifications. Among these, flexibly introduced talent who have signed a work agreement with a Tianjin enterprise for more than one year and have accumulated at least two months of work in Tianjin per year may apply for professional title evaluation in Tianjin in accordance with relevant regulations.

(4.) Applicants for professional titles shall complete continuing education for professional and technical personnel in accordance with relevant Tianjin regulations. The completion of continuing education shall be a prerequisite for professional title evaluation. Employers and competent industry authorities shall verify the applicant's continuing education record level by level.

III. Application Procedures
(1.) In accordance with the annual evaluation work arrangement, applicants shall complete the required information online, upload supporting materials, and submit them to their employer. The employer shall review the materials and conduct recommendations. The recommendation results shall be publicly announced within the employer's organization for no less than five working days. After the public announcement period, if there are no objections, the employer shall submit the application to the competent authority. The competent authority shall review the application materials submitted by its affiliated employers and submit the approved application materials to the professional title evaluation organizing body.

(2.) After the professional title evaluation organizing body completes the evaluation and the results are publicly announced without objection, the evaluation results shall be published in the Professional Title Evaluation System. An electronic professional title certificate shall be generated. Applicants who pass the evaluation may download and print the electronic professional title certificate and the electronic version of the Tianjin Professional Title Evaluation Form for Professional and Technical Personnel online for archiving with the record-keeping department.

(3.) The application and evaluation process for professional titles shall be optimized to provide a "paperless and hassle-free" service. The Professional Title Evaluation System shall be used uniformly to achieve online application, online processing, online inquiry, online evaluation, online certificate issuance, and online verification. All applicant information, supporting materials, and performance materials shall be submitted online. With the exception of a few specialties, no paper application materials shall be submitted. Applicants, employers, competent authorities, and evaluation committees no longer need to transmit paper application materials level by level. Applicants who pass the evaluation shall download and print their electronic professional title certificates and electronic evaluation forms online.

IV. Additional Information
(1.) Tianjin Municipal Human Resources and Social Security Bureau is responsible for the overall planning and comprehensive management of professional title evaluation in Tianjin. The competent authorities of various industries (specialties) are responsible for the management and implementation of professional title evaluation within their respective industries (specialties) in accordance with their duties. The human resources and social security bureaus of each district, in conjunction with the competent authorities of the same industries (specialties) at the district level, are responsible for the comprehensive management and implementation of professional title evaluation in their respective districts.
