On Jan 4, the first working day of the new year, Shanghai unveiled its 2026 Action Plan to Accelerate the Development of a World-Class Business Environment at a citywide conference focused on improving the business environment.
The plan outlines 26 key tasks and measures aimed at fostering development in four major areas: an efficient and convenient government service environment, a fair and just market competition environment, a supportive industrial ecosystem, and a diverse and collaborative social co-governance environment.
Guided by a market-oriented approach to stimulate vitality, a law-based framework to safeguard development, and an internationalized business environment to enhance global connectivity, the initiative aims to enhance both the quality and effectiveness of Shanghai's overall business environment.
The move underscores Shanghai's continued efforts to align with international best practices and respond more precisely to the needs of market players, as the city seeks to further enhance its appeal as a global business hub.
