BeijingSci-tech innovation services play a key role in the transformation of scientific and technological achievements into tangible productive forces. They are an important supporting force for the construction of the Beijing (Beijing-Tianjin-Hebei) International Sci-Tech Innovation Center and the establishment of a high-level talent hub. They mainly include technology managers who participate in the entire chain of achievement transformation, as well as professionals who accelerate achievement transformation in key areas such as sci-tech finance, incubation operations, and intellectual property. To strive to build a large, well-structured, and comprehensively capable sci-tech innovation service talent team, and to promote the efficient transformation of scientific and technological achievements, these measures are hereby formulated.
I. Accelerate the Expansion of the Sci-Tech Innovation Service Talent Team
(1) Expand the Pool of High-Level Technology Managers. Recruit a group of high-level technology managers with an international perspective from around the world. Upgrade the "Zhuque Plan," expanding the scale of "Zhuque Talent" to over 50 individuals. Deepen the collaborative model between the Beijing Municipality and Tsinghua University in co-building the Institute of Technology Transfer; explore the use of practical achievements in scientific and technology commercialization -- such as proof-of-concept validation, licensing, and equity-based capitalization of technological assets - as valid criteria for degree conferral; and support universities in Beijing to cultivate over 300 master's and doctoral students in the technology transfer direction annually. Encourage universities in Beijing to offer technology transfer courses starting from the undergraduate level, and include universities that establish technology transfer majors with notable training results in the Beijing Outstanding Talent Training Subsidy Collective Project for support.
(2) Stimulate the Vitality of Sci-Tech Finance Talent in Achievement Transformation. Organize sci-tech finance practitioners to visit science and technology parks and startup enterprises, and regularly hold matchmaking events at facilitating financial support for the commercialization of scientific and technological achievements. Proactively empower investors to focus on early-stage, small-scale, and long-term investments particularly in “hard technology” -- and support the launch of more credit and insurance products oriented towards the transformation of scientific and technological achievements. Enhance the market-oriented and professional level of state-owned capital fund operation teams, establish a full-lifecycle performance evaluation and due diligence exemption mechanism oriented towards scientific and technological achievement transformation, and promote them to become models of long-term capital and patient capital.
(3) Enhance the Professional Service Level of Incubation Operations Talent. Establish a multi-level training system for incubation operation practitioners, enhancing the ability for pre-incubation. Encourage science and technology parks, incubation institutions, and proof-of-concept and pilot-scale testing platforms to establish market-oriented incentive mechanisms, and implement separate listing and evaluation for the senior incubation operation management talents they recruit globally when applying for municipal talent programs. Support the construction of incubation operation teams in entrepreneurship parks for returned overseas students, and provide selective funding.
(4) Solidify the Enabling Capability of Intellectual Property (IP) Talent. Promote joint talent cultivation among intellectual property service institutions, key enterprises, and universities, and strengthen the practical abilities of IP talents in rights confirmation, patent value analysis, and patent operation. Deepen "AI + IP" education, hold university IP competitions, and solidify the foundation for IP talent cultivation. Focus on frontier and high-demand areas such as early warning analysis, value assessment, overseas rights protection, and cultivation of high-value patents, carry out special training for IP talents, and support industry associations in organizing relevant professional skills competitions.
(5) Build a Diverse Matrix of Sci-Tech Innovation Service Talent. Encourage regular training in emerging and future industries for practitioners in fields such as technology consulting, inspection and testing, and build cross-disciplinary exchange platforms, cultivating a group of interdisciplinary professionals who understand technology, industry, and the market, providing services such as decision-making consulting and proof of concept for scientific and technological achievements on their path to the market. Smooth career development paths, and support various sci-tech innovation service talents to participate in professional title evaluations in specialties such as technology brokerage and intellectual property.
II. Focus on Strengthening the Cultivation and Utilization of Technology Managers
(6) Improve the Quality of Technology Manager Training. Support the holding of advanced seminars in the technology transfer field -- through implementing professional knowledge update projects for technical personnel -- to cultivate a group of high-level, interdisciplinary technology managers. Capacity-building training to be provided to no fewer 2,000 professional technical personnel in the technology transfer field annually, and using the training situation as an important condition for appointment to professional technical positions or application for professional titles.
(7) Streamline Channels for the Recruitment of Technology Managers. Promote key innovation entities in Beijing, including national laboratories, universities, research institutes, and medical institutions, to establish full-time positions for technology managers, and encourage key laboratories, major innovation platforms, and important research teams to employ at least one technology manager through market-oriented means. Encourage the exploration of establishing technology manager firms, support technology managers in providing full-process services from project selection to incubation and transformation for major projects, and build a "Technology Manager +" innovation ecosystem.
(8) Improve the Technology Manager Evaluation System. Support outstanding technology managers in applying for various high-level talent programs, establish a technology manager direction in municipal talent programs, focusing on cultivating a group of top-tier talent with outstanding capabilities in scientific and technological achievement transformation. Delegate the autonomy for technology brokerage professional title evaluation to qualified national laboratories, universities, research institutes, medical institutions, and enterprises in Beijing. For technology managers who facilitate the transformation and implementation of major project achievements such as disruptive technologies in Beijing, if eligible, they may apply for senior professional titles outside the standard requirements.
(9) Guarantee the Income of Technology Managers. Support employing units in establishing salary incentive mechanisms for technology managers, and encourage the distribution of income through models such as equity incentives, profit sharing, and commission withdrawal. Allow universities, research institutes, and medical institutions to extract no less than 10% of the net income from achievement transformation for expenditures such as technology manager salary rewards, which shall not be subject to the limits of the approved total performance-based salary. Guide industry associations to strengthen liaison services for technology managers, and explore and study reference standards for professional commissions and achievement transformation income distribution ratios.
III. Build Platforms for Entrepreneurship and Career Development
(10) Strengthen the National (Zhongguancun) Torch Sci-Tech Innovation College. Strengthen its positioning as a general platform for the active and in-depth incubation of major national innovation technologies, relying on the National Technology Transfer Talent Training Base (Beijing), to gather and cultivate a group of high-level technology managers. Support the establishment of a market-oriented Torch Talent Fund, providing full-chain services for the deep incubation of key scientific and technological achievements in the Beijing-Tianjin-Hebei region, incubating, transforming, and implementing no less than 100 achievements annually in the region. Support the holding of professional technology manager competitions.
(11) Establish a Matching Network for the Commercialization of Scientific and Technological Achievements. Promote science and technology parks, incubation institutions, the National University Regional Technology Transfer and Transformation Center (Beijing), and municipal state-owned enterprises to establish a "one-to-one" achievement transformation undertaking mechanism. Provide list-based, ledger-style services to national laboratories, universities, research institutes, and medical institutions in Beijing. Will continuously track the progress of major scientific and technological achievements, and promptly exploring and promoting their transformation and implementation in Beijing. Furthermore, incorporate matchmaking cooperation and project implementation results into the performance evaluation system for sci-tech innovation service talents.
(12) Make Effective Use of the Zhongguancun International Technology Transfer Center. Leverage Haidian District's original innovation advantages, accelerate the construction of spaces for achievement transformation and technology transfer acceleration. Establish a high-energy comprehensive service platform to support top-tier technology managers in setting up studios stationed within the Zhongguancun International Technology Transfer Center, and regularly organize online and offline roadshows, matchmaking events, exhibitions and demonstrations, and launch events for new technologies and products. Leveraging the Zhongguancun International Technology Trading Center by cultivating and assembling a pool of technology managers through hands-on practice.
(13) Improve the International Technology Transfer Exchange and Cooperation System. Support international technology transfer institutions and organizations in establishing branches in Beijing, encourage technology transfer institutions in Beijing to expand overseas business, cooperate in cultivating sci-tech innovation service talents, and identify and attract top-tier global scientific and technological achievements. Promote high-level technology managers to participate in the formulation of international technology transfer rules.
IV. Strengthen Organizational Leadership
(14) Strengthen Political Guidance. Include high-level sci-tech innovation service talents in the scope of experts contacted and served by Party committees, regularly organize participation in activities such as national conditions study sessions and festival observation events. Establish a clear orientation, encourage talents to work towards the deep integration of technological innovation and industrial innovation, vigorously select, publicize, and promote advanced models, and include talents who have made outstanding contributions to the transformation and implementation of major scientific and technological achievements in municipal talent selection and commendation. Recommend eligible sci-tech innovation service talent to serve as representatives of People's Congresses, members of the Chinese People's Political Consultative Conference (CPPCC), and representatives of Party Congresses at various levels.
(15) Optimize Service Guarantees. For employing entities in Beijing that introduce graduates with master's degrees or above in technology transfer from key domestic universities, as well as overseas returnees with master's degrees or above in STEM (Science, Technology, Engineering, and Mathematics) from overseas universities ranked among the world's top universities who return to China to engage in sci-tech innovation service work, eligible individuals may apply for talent introduction and household registration. For other sci-tech innovation service talent, eligible individuals may be given priority in applying for work residence permits. Those included in municipal talent programs shall be provided with living service guarantees in accordance with regulations.
(16)Ensure Coordinated Implementation. The Office of the Municipal Committee of Education, Science and Technology Talent Work shall strengthen overall coordination, regularly study key and difficult issues, and supervise the progress of major matters. The relevant member units of the Municipal Committee of Education, Science and Technology Talent Work and the relevant departments of each district shall implement corresponding measures according to their respective task divisions. For violations of relevant regulations, such as infringement of intellectual property rights, disclosure of technical secrets, and improper use of funds, the corresponding training and guarantee policy support shall be terminated promptly.
