It turned out that he urgently needed to return to his home country for a meeting. After verifying the situation, the exit-entry department quickly opened a “green channel” to process the relevant documents urgently, ensuring his smooth departure.
Such scenes are a vivid epitome of Jiangyin’s public security authorities actively integrating into the broader development landscape and optimizing the business environment. Since the beginning of this year, Jiangyin Public Security has adhered to the principle of “non-intrusive unless necessary, always available when needed,” taking proactive initiatives and tapping into potential to elevate the police-enterprise liaison efforts, helping enterprises accelerate their development with the “warmth” of public security services.

Precise Targeting: Weaving a Close-Knit “Network” for Police-Enterprise Liaison
How to precisely serve enterprises and achieve the shift from “enterprises seeking policies” to “policies seeking enterprises”? Jiangyin Public Security is focused on building a multi-level, regularized police-enterprise liaison mechanism.
Leveraging momentum to deliver policies and solve problems. The Exit-Entry Administration Brigade of the Jiangyin Municipal Public Security Bureau has implemented a refined service model featuring “tailored strategies for different enterprises” and “region-based responsibility.” They regularly visit enterprises, attend joint police-enterprise meetings, communicate face-to-face with corporate leaders, exchange information on public security conditions and risks, and guide enterprises in risk assessment and early warning. “At the last joint meeting, the police reminded us to pay attention to policy changes in a certain country, allowing us to adjust our overseas assignment plans in time and avoid losses,” said the head of a foreign trade company. “Such precise early warning truly anticipates the needs of enterprises.”


Synchronized efforts through online and offline integration. Offline, the “Police-Enterprise Contact Card” serves as a link, providing guidance on temporary accommodation registration, visa consultation, and assistance for foreign-related matters. Online, “Visa Processing WeChat Groups” offer a 24/7 communication platform, enabling “instant responses” to policy inquiries and problem-solving. To date, 58 contact cards have been distributed, and over 70 online policy consultations and services have been provided, ensuring round-the-clock support.
Innovative efforts to expand channels through data empowerment. Jiangyin Public Security has broken down departmental information silos and strengthened collaboration with the Foreign Affairs Office, the Commerce Bureau, and other units. By establishing a city-wide database of overseas-invested enterprises, projects, and dispatched personnel, they dynamically track the “going global” activities of local businesses. This data-sharing model not only enhances the targeting of services but also helps local enterprises connect with more overseas resources and talent.

Proactive Actions: Building a “Firewall” for Enterprise Security
The key to shifting services from “passive response” to “active prevention” lies in enhancing enterprises’ own risk management capabilities. Jiangyin Public Security is actively building an “immersive” legal awareness matrix to help enterprises achieve compliant operations and robust overseas development.
“This case serves as a warning that neglecting the ‘Three Illegals’ (illegal entry, stay, and employment) can lead to significant legal risks…” During the quarterly “Police-Enterprise Co-building Day” activities, the Exit-Entry Administration Brigade, together with local police stations, fire departments, and other units, visits key foreign-invested enterprises to reinforce compliance awareness through case studies, policy briefings, and emergency drills.
For foreign employees, a carefully crafted bilingual (Chinese-English) safety tip card has been created, covering key information such as legal requirements and emergency contacts, becoming their “portable guidebook.” “This card helps me clearly understand the rules for living and working here. It’s very practical and thoughtful,” said a German technical expert. During symposiums with foreign employees, police officers engage in roundtable discussions, patiently answer questions, and establish a “one-on-one” follow-up mechanism. As part of talent attraction and introduction efforts, police officers proactively visit high-level foreign talents to deliver policy information and listen to their needs.
For enterprises “going global,” overseas risks are a primary concern. In the first half of this year, the Exit-Entry Administration Brigade learned that a garment company planned to set up a factory overseas in a certain location. After assessing the situation, they identified potential uncertainties in the region and immediately visited the company to issue a warning. “Thank you for the timely reminder! We were so focused on business negotiations that we neglected to assess the local security risks,” admitted the company head. This proactive visit helped the company refine its security plan for the overseas project, effectively avoiding potential risks.

Professional Empowerment: Enhancing the “Core Capabilities” of Service Development
Green channels to facilitate business exchanges. Jiangyin Public Security has established a robust “green channel” for handling exit-entry documents for business personnel, setting up a dedicated “enterprise service window.” This mechanism features dedicated staff follow-up and timely processing, providing maximum convenience for corporate personnel with urgent travel needs.


“Previously, applying for a work permit and residence permit meant visiting multiple departments. Now, it can all be done at a single window. It’s so convenient!” exclaimed a foreign talent at the “Foreigner Work Service Window” in the Jiangyin Government Affairs Service Center. The Exit-Entry Administration Brigade, in collaboration with the Science and Technology Bureau and other departments, is actively streamlining the processes for foreigner work permits and residence permits, achieving “one-window acceptance, parallel approval, and unified document issuance,” significantly improving the ease of working in Jiangyin for foreigners.
Additionally, a dedicated service window for the “Five-Star Card” (Foreign Permanent Resident ID Card) has been established, offering assistance, agency services, and guidance for cardholders. The “one-time notification” system is strictly implemented, and the convenience of the Permanent Resident ID Card in areas such as transportation, finance, and telecommunications is actively promoted, helping high-end talents truly feel a sense of belonging.
