Xiamen has established a comprehensive, multi-tiered housing support system encompassing both rentals and homeownership. By leveraging government and market forces, the city is increasing the availability of affordable housing and enhancing the quality of housing services.

Recent initiatives focus on providing affordable housing options for new residents, including recent graduates, public service employees, and in-demand professionals. These programs offer a range of solutions:

• Free temporary housing for job seekers: Providing a “free bed” for those actively looking for employment;
• Discounted rentals for employed individuals: Offering rentals at 50% of market rate;
• Affordable homeownership opportunities: Providing housing units for purchase at 45% of market rate;
• Subsidized public rental housing: Offering rental units at 70% of market rate.

These programs aim to make housing more accessible and affordable, allowing more people to settle in Xiamen.

Housing Support for High-caliber Professionals
Xiamen provides comprehensive housing support for high-caliber professionals (categorized as A+, A, B, and C) through a combination of rental assistance, home purchase subsidies, housing grants, and other allowances.

• Category A+

Newly recruited A+ professionals may receive rent-free housing up to 200 square meters for 10 years. After 10 years of service and demonstrated outstanding contributions, eligible individuals may be granted ownership of the housing or receive a lump-sum payment of RMB 10 million, subject to approval by the Human Resources and Social Security Bureau.

• Category A, B, and C professionals

They are eligible for home purchase subsidies of RMB2 million, RMB1.6 million, and RMB1.3 million, respectively, distributed over 10 years. Rental subsidies are available at RMB 10,000, RMB 8,000, and RMB 6,000 per month, respectively, for a maximum of 5 years. The maximum area for subsidized housing purchases is 150 square meters for Category A, 120 square meters for Category B, and 100 square meters for Category C.

Housing Support for In-Demand Professionals
Eligible in-demand professionals can purchase affordable housing units to meet their housing needs in Xiamen. Currently, they can access affordable housing units with a maximum area of 95 square meters. Non-local in-demand professionals are also eligible to apply.
