At the closing of the 2025 Zhongguancun Forum Annual Meeting, Beijing released new policies for overseas returning talents, for the first time including the overseas returnee group in the city’s unified employment promotion system, providing comprehensive empowerment from household registration security to entrepreneurship financing, creating a global highland for science and technology talents. Four highlights have attracted attention:
Comprehensive Upgrade of Beijing’s Household Registration Channels

  • Overseas returnees with master’s degrees and above in science, engineering, and medicine from world-class universities can enjoy preferential household registration in Beijing if they work full-time in Beijing.
  • The ranking of universities graduating from key industries has been appropriately relaxed
  • Talents with doctoral degrees from domestic universities and overseas postdoctoral or visiting scholar experiences enjoy preferential household registration rights
  • Spousal and minor children’s transfer policies are also opened simultaneously
The following are the thirteen specific measures:
1.Strengthen the Construction of Overseas Returning Talent Development Platforms
Pilot construction of“Overseas Returnees Internship and Practice Base”, build a platform for overseas returning talents to innovate and create, provide internship and practice positions, and offer guarantees such as household registration, work permit application, and internship subsidies. Support the construction of excellent overseas returnee entrepreneurship parks, and provide single-item support for funds and work residence permit indicators.
2.Strengthen the Support for the Cultivation of Overseas Returning Talents
Increase the tilt for overseas returning talents in emerging industries such as artificial intelligence, medicine and health, and integrated circuits in high-level overseas returning talent return support and overseas returning talent entrepreneurship start-up support plans. Hold“Overseas Returnees Entrepreneurship Senior Training Class” and “Overseas Returning Talent Growth Camp” to improve the level of curriculum design, teaching staff, entrepreneurship guidance, skill training, and participation by overseas returning talents.
3.Increase the Efforts to Introduce Overseas Returning Talents
Among the employers in Beijing, overseas returning talents with master’s degrees or above in science, engineering, and medicine who graduated from world universities ranked in the top of the world, who have studied abroad for more than one year and returned to China for the first time within three years, are given priority for introduction and household registration. For key industrial fields in the city, the world ranking of the university can be moderately relaxed.
For overseas returning talents who have obtained doctoral degrees domestically and have engaged in postdoctoral research or visiting scholar studies in related fields of science, engineering, and medicine abroad for more than one year and returned to China for the first time within three years, priority is given to introducing and household registration. The spouses and minor children of the introduced overseas returning talents can also move and settle in household registration.
4.Support Overseas Returning Talents Working in Beijing
Overseas returning talents will be included in Beijing’s unified employment promotion policy system. Those who meet the conditions can enjoy policy support such as enterprise recruitment, skills training, employment internship, and entrepreneurship support. Relying on the Beijing “Global Innovation Service Network”, we will build an overseas returning talent job search information platform, regularly publish job openings, and hold special recruitment fairs. Expand the scale of events such as “Overseas Talents Beijing Tour”, helping overseas returning talents to settle and develop.
5.Support the Innovative Development of Overseas Returning Talents
Select and support a batch of high-level overseas returning talents each year with funds. Support enterprises to gather and cultivate overseas returning talents based on the“Youth Science and Technology Leader Talent Cultivation Support Project”, providing comprehensive support of“funds + talent services”.
6.Provide Start-up Support for Overseas Returning Talent Entrepreneurship
Select and support a group of outstanding overseas returning talents to establish enterprises each year with funds. Encourage overseas returning talents to participate in the“HICOOL Global Entrepreneurs Summit and Entrepreneurship Competition”, and provide prize funds and project development support to winning talents.
7.Strengthen Financing Services for Overseas Returning Talents
For enterprises founded by returnee talents who meet the conditions and obtain intellectual property pledge loans, discount interest support shall be given according to a certain proportion not exceeding the actual interest rate of their loan projects; subsidize a certain percentage of the evaluation fees, guarantee fees, and other comprehensive costs of new intellectual property rights collateral financing incurred during the process of applying for intellectual property rights collateral loans. Support overseas returning talents who meet conditions to apply for entrepreneurship guarantee loans. For loans below a certain amount, the principle is to exempt the counter-guarantee measures.
8.Support the Professional Development of Overseas Returning Talents
Include more types of overseas professional certification qualifications held by overseas returning talents in the Beijing International Professional Qualification Recognition Directory, and provide treatment guarantees for corresponding titles.
9.Provide Innovative Development Space for Overseas Returning Talents
Encourage employers to recruit overseas returning talents with foreign postdoctoral research stations, recommend the application for the “International Postdoctoral” program, and provide financial support. Support regions with conditions to make good use of entrepreneurship demonstration bases, incubators, university science and technology parks, and other carriers to provide low-cost and high-quality innovative spaces for overseas returning talents, set up free office spaces, and reduce property management fees.
10.Strengthen the Living Security of Overseas Returning Talents
Support regions with conditions to provide certain-term free transfer housing for overseas returning talents. For overseas returning talents who meet the conditions, related regions provide housing and purchasing subsidies, talent apartments, or talent security housing.
11.Provide Collective Household Registration and Exclusive File Services
For overseas returning talents without property rights housing in Beijing, they can settle in the public collective household registration of the district where the employing unit is located when introduced, and the personnel files can be transferred to the employing unit or the file management institution entrusted by the unit.
12.Optimize Entry and Exit Convenience Services
Overseas returning talents who have joined foreign nationality and hold valid visas can apply for multiple entry and exit visas if they need to enter and exit multiple times for legitimate and reasonable reasons.
13.Strengthen the Commendation and Incentive for Overseas Returning Talents
Carry out the selection and commendation of the “Capital Talent Award” and provide incentives to overseas returning talents who make outstanding contributions to the high-quality development of the capital.


Shanghai Household Registration Policy adds 51 World top 100 Universities
Just recently, the Shanghai Municipal Human Resources and Social Security Bureau comprehensively upgraded the overseas student household registration policy, adding 51 world top 100 universities at one time!
The number of TOP50 universities have increased to 97: 19 new prestigious universities were added, and the University of Bristol and the University of Warwick were strongly promoted. Graduates can settle in Shanghai directly after working full-time, without social security base and payment time requirements.
The number of TOP51-100 universities reached 93: 32 new universities were added, and British universities such as the University of Exeter and Cardiff University are on the list. You can apply for household registration by paying social security for 6 months!
The total has exceeded 190: covering mainstream overseas study abroad countries such as the US, UK, France, Germany, etc., with more diverse school selection!

Graduates from TOP50 universities: You can settle in Shanghai directly after working full-time, without social security base and payment time requirements. The ranking is based on QS, THE, U.S.News, and other lists. You can apply for Shanghai household registration after joining a Shanghai enterprise, and the review can be completed in as fast as 3 months. Bachelor, master, and doctoral graduates are all eligible, regardless of major.
Graduates from TOP51-100 universities: You can apply for household registration after working full-time and paying social security for 6 months.


The Shanghai Municipal Human Resources and Social Security Bureau emphasizes:

  • The list is updated annually according to the four authoritative lists of QS, THE, US News, and Ruanke.
  • Only new universities are added, and the old list is not eliminated.
  • Short-term fluctuations in the ranking of alma mater do not affect the household registration qualifications!


Other City Household Registration Policies Summary

Guangzhou Household Registration Policy

  • Overseas students who obtain the Guangzhou Overseas Returnee Privilege Certificate, along with their spouses and minor children.
  • Individuals who have earned a bachelor's degree or higher from overseas institutions.
Age requirements:
  • Individuals who have obtained a bachelor's degree abroad must be 35 years old or younger;
  • Individuals who have obtained a master's degree abroad must be 40 years old or younger;
  • Individuals who have obtained a doctoral degree abroad must be 45 years old or younger.
Shenzhen Household Registration Policy
  • Overseas students who have studied abroad and obtained a bachelor or above degrees (including those who have obtained permanent residence rights in the host country and re-entry qualifications to the host country), as well as those with intermediate and above professional and technical titles in China who have worked or studied in foreign universities and research institutions for more than one year and have achieved certain results as visiting scholars and postgraduate students.
  • Under 45 years old;
  • Obtain the“Proof of Overseas Study Qualification”of our Shenzhen;
  • Comply with relevant population policies and regulations such as family planning.
  • Each year, the city will provide up to 1 million yuan of entrepreneurship subsidies to qualified overseas student enterprises. Applicants can not only obtain financial support but also enjoy preferential benefits such as talent household registration, office space subsidies, tax reductions, etc.
Hangzhou Household Registration Policy
  • Students who have returned from overseas and whose place of origin is China and work in Hangzhou after returning to China and whose employers pay their social security, can apply for household registration.
  • Bachelor’s degree holder must be under 45 years old, master’s degree holders must be under 50 years old, and doctoral degree holders must be under 55 years old.
Chengdu Household Registration Policy
  • Overseas returning talents under the age of 45 with a bachelor’s degree or above and have not obtained foreign nationality or foreign permanent residence are not registered in Chengdu.
  • Overseas returnees must obtain the “Education Department Certification of Foreign and Overseas Degrees and Academic Qualifications” issued by the Education Department Overseas Study Service Center.
