About Gongshu District



Gongshu District is one of the downtown areas in Hangzhou. Located at the southernmost end of the Grand Canal, the world cultural heritage, it enjoys unique geographical advantages. Since April 9, 2021, Gongshu District has ushered in new development opportunities. The new Gongshu after optimization has significantly improved its space and resources, with a total area of 119 square kilometers, 18 streets under its jurisdiction and a resident population of 1.12 million.In 2023, the district GDP has achieved 209.15 billion yuan.In 2023, the added value of the financial industry was 67.18 billion yuan , and the total retail sales of consumer goods were 136.39 billion yuan, both ranking first in the province.

The district will stick to the high standard and build itself as an integration of the fashion city, a digital new city and the pearl of the canal, in order to comprehensively drive the construction of the high-level platform with major industries centering “One Core, One Belt and One Pole”. (“One core” refers to the the greater Wulin trade zone. “One belt” means the Grand Canal cultural industry belt. “One pole” is the Grand Canal Digital Intelligence Future City. )

Pivot to business and finance, digital economy, life and health, cultural and creative, intelligent manufacturing industries as the main track to a new highland for leading corporate headquarters, leading enterprises such as SF Innovation Center, 58.com, China Merchants Shekou, AstraZeneca's eastern China headquarters, Daegu Life and Health Industry Cluster of South Korea, BD Medical Treatment, Tencent, NetEase, and Perfect World have been introduced.

In addition, Gongshu District also has the best business-friendly and livable environment. There are also high-quality basic education brands here, such as Maiyuqiao, Anjilu, Hangzhou Yucai Middle School, Hangzhou Wenlan Middle School, and Hangzhou World Foreign Language School. Three advanced medical institutions are located in the district, namely, Zhengjiang Provincial People’s Hospital, Hangzhou Red Cross Hospital, and Shulan (Hangzhou) Hospital. During the “14th Five-Year Plan”, there will be more than 50 newly built buildings, about 5 million square meters, and the buildings in total will reach more than 280, nearly 14 million square meters.
In the future, Gongshu District will be a pioneer to promote the construction and development of an integration of the fashion city, a digital new city and the pearl of the canal.

Talent Policy

Gongshu District strongly supports technological innovation and talent entrepreneurship, and has launched the "Grand Canal" Entrepreneurship and Innovation Projrct Support Plan where talents bring technology for industrial transformation, granting approved projects a maximum of 15 million yuan in project development funding, a maximum of 1,500 square meters of office rent subsidies, bank loan interest subsidies for a maximum of 15 million yuan, and equity financing support of up to 5 million yuan. Implement "one enterprise, one policy" for technology transformation projects from top talent teams, with project funding of up to 100 million yuan.

Industrial Policies

As the core urban area of Hangzhou, Gongshu District has always been known as "the heart of Hangzhou and the eyes of the city". The leading industries are business, finance, digital economy, healthcare, e-sports, entertainment, new materials, new energy, and medical beauty, with relevant policies introduced respectively. In 2023, 48 industrial policies were introduced to assist enterprises and promote development on strengthening the modern service industry, 10 policies for night economy and "fight for the economic development and strive for a good start". The district has attracted 21 major projects of more than 1 billion yuan, such as Huolala, Beike Meijia, and JD Mall. The annual GDP of the district was 209.15 billion yuan; the total fiscal revenue was 35.94 billion yuan; the general public budget revenue was 19.918 billion yuan; the total retail sales of consumer goods was 135 billion yuan, and the total investment in fixed assets was 82.3 billion yuan. The district has established an industrial fund of 18 billion yuan and a science and technology talents fund of 1 billion yuan, completed technology transaction of 9.72 billion yuan, and newly recognized 134 national high-tech enterprises.The district ranked first in the "User-friendly monitoring" business index in the province.

Major Innovation Platforms and Featured Industrial Parks

Gongshu District currently has 16,000 mu of space resources. The Grand Canal Digital Intelligence Future City, a provincial high-tech industrial park with a planned area of 22 square kilometers in the Greater North of Hangzhou, is rising rapidly. It has gathered leading digital economy companies such as SF Express, JD.com, Meituan, and 58.com, and has life and healthcare companies such as Sino-US Huadong, AstraZeneca, Daegu of South Korea, and BD Medical. It has landed leading domestic e-sports companies such as Tencent, NetEase, and Perfect World, and cultivated high-end manufacturing companies such as Hpwinner and Hoymiles as well. It is one of the first batch of foreign high-end talent innovation clusters in Zhejiang Province. It has built the Hangzhou International Talent Entrepreneurship and Innovation Park, which is specifically designed for foreigners to start businesses in China. Currently, it has built a China-Europe Talent Exchange and Innovation Cooperation Center approved by the Ministry of Science and Technology. The Space Utilization Center of the Chinese Academy of Sciences, the East China Institute of Synthetic Biology, the Hangzhou Institute of Technology Innovation of the Hong Kong Polytechnic University, the Edge Intelligence Innovation Institute of Zhejiang University, the Future Technology Research Institute of Zhejiang University of Technology in Gongshu District, and the Holographic Intelligence Technology Research Institute of Zhejiang University have been successively launched for construction, making the district an important hub linking the Yangtze River Delta G60 Science and Technology Innovation Corridor.
