New Access Regulations for Restricted Areas Take Effect at CTU

Passengers traveling to and from Chengdu Shuangliu International Airport (CTU) should note that new regulations for restricted port areas are now in effect.
Which areas are off-limits, and what procedures are needed for entry and exit? The latest official announcement has all the details.

 

Coverage of Restricted Port Areas

The restricted port areas of Chengdu Shuangliu International Airport Aviation Port include the restricted port areas for international (regional) departures and arrivals at Terminal 1, the frontier inspection areas at the VIP Center and the Satellite Terminal (Business Jet Terminal), and other designated restricted port areas.

(1) Restricted Port Area for International Departures at Terminal 1 of Chengdu Shuangliu International Airport: The restricted port area extends from the area behind the security check gates at the international (regional) departures hall to the aircraft doors of international (regional) departing flights, covering the frontier inspection waiting area, the frontier inspection area, the area from the frontier inspection counters to the boarding bridges serving international (regional) departing flights, the area from the boarding bridges to the aircraft doors, and the remote stand passenger pre-boarding area.

(2) Restricted Port Area for International (Regional) Arrivals at Terminal 1 of Chengdu Shuangliu International Airport: The restricted port area extends from the aircraft doors of international (regional) arrival flights to the back-office area behind the frontier inspection counters, covering the boarding bridges for international (regional) arrival flights, the transit procedures area, the temporary entry permit application area, the frontier inspection area, the back-office area behind the frontier inspection counters, and the remote stand arrival area for passengers disembarking from aircraft.

(3) Restricted Port Area at the VIP Center of Chengdu Shuangliu International Airport: The restricted port area includes the frontier inspection areas for international departures and arrivals at the VIP Center.

(4) Restricted Port Area at the Satellite Terminal (Business Jet Terminal) of Chengdu Shuangliu International Airport: The restricted port area includes the frontier inspection areas for international departures and arrivals at the Satellite Terminal.

Management Measures for Restricted Port Areas

(1) The exit-entry frontier inspection authorities oversee the management of restricted port areas within their jurisdiction in accordance with the law. Personnel and vehicles entering or exiting restricted port areas should be subject to inspection and supervision by frontier inspection officers and should not enter or exit without approval. Any acts disrupting the management order of restricted port areas should be punished in accordance with the law.

(2) Exit-entry personnel entering or exiting restricted port areas are permitted access upon presenting valid exit-entry documents. Public officials from port inspection authorities, port public security organs, and other relevant departments who need to enter or exit restricted port areas for work purposes should present their work credentials. Other personnel entering or exiting restricted port areas must obtain approval from frontier inspection authorities and undergo inspection and supervision by frontier inspection officers.

(3) The exit-entry frontier inspection authorities, together with relevant functional departments at the port, should implement separation measures for restricted port areas through physical barriers, electronic access control systems, electronic fences, and other means. Appropriate passageways and checkpoints should be established, and signs indicating restricted port areas should be installed in accordance with regulations.

(4) The exit-entry frontier inspection authorities and relevant functional departments should strengthen law enforcement cooperation in accordance with their respective responsibilities, ensuring that various incidents and cases within restricted port areas are handled promptly and properly. They should jointly maintain the safety and smooth operation of Chengdu’s international ports of entry.
