Lump-Sum Settling-in Allowances for Entrepreneurial and Innovation Youth Talent in Qingdao

Available for:

Graduates with Master's or doctoral degrees.

Qualifications:

1. Full-time graduates with Master's or doctoral degrees; the age cap is 40 for doctoral graduates and 35 for graduates with Master's degrees;
2. Holders of Qingdao household registration (foreign and Hong Kong, Macao, and Taiwan graduates are not subject to this provision), employed or starting businesses in Qingdao, and fulfilling the required urban employee social insurance contributions;
3. Those who are employed or starting a business for the first time in Qingdao and purchase the only commercial housing (on a family basis) on or after June 6, 2018. A couple can enjoy the preferential policy separately if they meet the application conditions.

Benefits:

RMB 100,000 for those with a Master's degree; and RMB 150,000 for those with a doctoral degree.

Process:

1. Academic qualification confirmation: the applicant logs in to the "Qingdao Talent Website" (http://rc.qingdao.gov.cn), and fill in relevant academic information on the platform "Qingdao Renshe·Xuelihui";
2. Upon the academic qualification confirmation, the applicant submits supporting materials online to apply for the lump-sum settling-in allowance through the "Qingdao Talent Website" (http://rc.qingdao.gov.cn) or the "Qingdao Talent" WeChat official account;
3. The human resources and social security department verifies the application made in the previous month on the first working day of each month and distributes the allowance after the review and public notice procedures according to regulations.
