Dongguan Updates the Minimum Salary for Foreigners (Category A & B)

The Dongguan Municipal Government has issued a new notice titled "Adjustment of Salary Standards for Foreigners Applying for Work Permits in 2025".

Effective August 1, 2025 (based on the date of the initial online submission), foreign applicants who use salary income as the basis for their application must meet revised income thresholds under China's foreign work permit classification system.

For Class A foreign workers — typically high-level talent — the applicant’s average monthly salary must be no less than RMB 52,590 , which is six times the city’s 2024 average monthly wage (RMB 8,765).

For Class B foreign workers — professionals with specific skills in demand — the minimum average monthly salary is set at RMB 35,060 , or four times the 2024 average monthly wage.

According to the Dongguan Bureau of Statistics, the average annual salary of on-post employees in Dongguan in 2024 was RMB 105,186, translating to a monthly average of RMB 8,765.

These adjustments are in line with national regulations as defined in the Notice on Fully Implementing the Work Permit System for Foreigners Working in China (issued under Document No. 40 [2017] by the State Administration of Foreign Experts Affairs, Ministry of Human Resources and Social Security, Ministry of Foreign Affairs, and Ministry of Public Security). The policy stipulates that foreign nationals may qualify for a Class A permit if their average salary is at least six times the local average from the previous year, or a Class B permit if it is at least four times the local average.
