Scope of Responsibilities of the Marriage Registration Authority
Local Registration
Eligible persons:
Mainland residents whose household registration (or whose spouse's household registration) is in Jiangyin City.
Scope of services:
Marriage registration, divorce registration, re-issuance of marriage certificates, supplementary marriage registration, and issuing certificates of (no) marriage registration records for foreign-related matters (9 countries).
Foreign-Related Marriage Registration
Eligible persons:
One party's household registration is in Wuxi City.
Scope of services:
Marriage registration and divorce registration for residents of Hong Kong, Macao, and Taiwan, overseas Chinese, and foreigners, as well as re-issuance of marriage certificates.
Cross-District Registration
Eligible persons:
Neither party's household registration is in Jiangyin City, but one party's (or both parties') household registration is in Wuxi City.
Scope of services:
Marriage registration, divorce registration, re-issuance of marriage certificates, supplementary marriage registration.
Cross-Province/City Registration
Eligible persons:
Neither party has household registration in Wuxi City, and one party holds a valid residence permit issued by Jiangyin.

Primary Duties of Marriage Registrars
Conditions and Procedures for Marriage Registration
Conditions:
Mainland residents for marriage registration:
(1) Valid household register;
(2) Valid resident identity card. If neither party has household registration in Wuxi City, one party must provide a valid residence permit issued by Jiangyin.
(3) Three recent 2-inch color group photos as specified above.
Active military personnel for marriage registration:
(1) Valid resident identity card;
(2) Valid military ID;
(3) Certificate of marriage registration for military personnel issued by the political department at or above the regimental level;
(4) Three recent 2-inch color group photos as specified above.
Hong Kong residents for marriage registration:
(1) Mainland Travel Permit for Hong Kong Residents or Home Return Certificate;
(2) Hong Kong permanent identity card;
(3) A notarized declaration of being single and having no direct blood relation or collateral relation within three generations with the other party, notarized by a Hong Kong notary public commissioned by the Ministry of Justice;
(4) Three recent 2-inch color group photos as specified above.
Macao residents for marriage registration:
(1) Mainland Travel Permit for Macao Residents or Home Return Certificate;
(2) Macao permanent identity card;
(3) A notarized declaration of being single and having no direct blood relation or collateral relation within three generations with the other party, notarized by a Macao notary institution;
(4) Three recent 2-inch color group photos as specified above.
Taiwan residents for marriage registration:
(1) Mainland Travel Permit for Taiwan Residents or other valid travel documents;
(2) Valid identity card for residence in the Taiwan region;
(3) A notarized declaration of being single and having no direct blood relation or collateral relation within three generations with the other party, notarized by a Taiwan notary institution;
(4) Three recent 2-inch color group photos as specified above.
Overseas Chinese for marriage registration:
(1) Valid passport;
(2) A certificate issued by a notary institution or competent authority in the country of residence, authenticated by the Chinese embassy or consulate in that country, proving that the person is single and has no direct blood relation or collateral relation within three generations with the other party, OR a certificate issued directly by the Chinese embassy or consulate in that country to the same effect;
(3) Three recent 2-inch color group photos as specified above.
Foreigners for marriage registration:
(1) Valid passport or other valid international travel document;
(2) A certificate proving single status issued by a notary institution or competent authority in their home country, authenticated by the Chinese embassy or consulate in that country or by the embassy or consulate of that country in China; OR a certificate of single status issued directly by the embassy or consulate of that country in China;
(3) Three recent 2-inch color group photos as specified above.
Procedure:
Preliminary Review → Acceptance → Examination → Registration (Issuance of Certificate)
Conditions and Procedures for Divorce Registration
Conditions:
(1) Valid identification documents (refer to the marriage registration section for specific documents based on residence status);
(2) Marriage certificate;
(3) Divorce agreement;
(4) Two recent 2-inch single-person color photos as specified above.
Procedure:
Application: Both parties consenting to divorce shall submit a written divorce agreement, appear together at the marriage registration office with jurisdiction, and provide the required documents and proof documents
Acceptance: Preliminarily examine the submitted materials according to relevant regulations.
(1) If preliminary examination is satisfactory, issue a "Divorce Registration Application Receipt."
(2) If conditions are not met, do not accept the application.
(3) If the parties request a "Notice of Rejection of Divorce Registration Application," it shall be issued.
Cooling-off Period:
(1) Calculation: The 30-day cooling-off period begins on the day after the marriage registration office receives the application and issues the receipt. If the last day falls on a legal holiday, the period ends on the next working day. On the expiry date, withdrawal of the application is permitted, but divorce registration cannot be completed.
(2) During the cooling-off period, if either party is unwilling to divorce, they may withdraw the application by presenting valid ID and the receipt (if lost, a written explanation is acceptable) to the registration office and completing the "Withdrawal of Divorce Registration Application" form in person. After verification, the office will issue a "Confirmation of Withdrawal of Divorce Registration Application."
(3) If both parties fail to appear together at the marriage registration office to apply for the issuance of the divorce certificate within 30 days after the cooling-off period expires, the application is deemed withdrawn.
Examination:
(1) Calculation of Issuance Period: The 30-day period for issuing the certificate begins on the day after the cooling-off period expires. If the last day falls on a legal holiday, it extends to the next working day.
(2) Both parties must appear together at the marriage registration office with the required documents to apply for the divorce certificate.
(3) If the conditions are not met, the registration office will not process the application. (4) If the parties request a "Notice of Refusal to Handle Divorce Registration," it shall be issued.
Registration (Issuance of Certificate): The marriage registration office shall register the divorce and issue the divorce certificate according to regulations.
Conditions and Procedures for Re-issuance of Marriage Certificates
Conditions:
(1) Valid identification documents (refer to the marriage registration section for specific documents based on residence status);
(2) A copy of the marriage registration archive stamped with the official archive review seal;
(3) The parties submit the required registration photos.
