The First Comprehensive Service Platform for Scientific and Technological Enterprises in Hebei Province Was Established

The comprehensive service platform for going to sea adopts the mode of "government building, enterprise leading and market-oriented operation", giving full play to the advantages of 45 overseas channels set up by Hebei Provincial Department of Science and Technology (Hebei Provincial Bureau of Foreign Experts Affairs) in 24 countries, provide all-round one-stop services such as "overseas talent introduction + international technology transfer + overseas R&D center construction + export-oriented enterprise incubation + product brand enhancement + overseas financing + cross-border post station", seize the great opportunity of building the Belt and Road with high quality and expanding international scientific and technological exchanges and cooperation, help enterprises accelerate their integration into the global innovation network, and enhance the international competitiveness and influence of "Made in Hebei" and "Created in Hebei".

In the docking activities, the platform signed cooperation agreements with German, French, Japanese and other relevant institutions covering supporting technology and finance, quality management, overseas laboratory construction, achievement transformation and other aspects, and reached cooperation intentions with representatives of eight characteristic industrial clusters such as Shijiazhuang Luquan Electronic Information and Xingtai Qinghe Cashmere. At present, the platform has established long-term cooperation with 20 domestic and foreign institutions, including the German Federal Association for Economic Development and Foreign Trade, the Silicon Valley Innovation Center in the United States, the Zhongguancun Overseas Science Park in Beijing, and Hebei (Shijiazhuang) Overseas Talents Offshore Innovation and Entrepreneurship Base.
By the end of 2025, the platform will serve no less than 100 enterprises, introduce no less than 20 overseas scientific and technological service institutions, introduce no less than 50 foreign quality experts, and the amount of cross-border investment and financing services will be no less than 10 million Yuan.
In the follow-up, the platform will provide market-oriented services such as concept verification and technical direction verification to the settled enterprises to meet the diversified scientific and technological innovation needs of the settled enterprises. At the same time, we will speed up the establishment of close cooperation with foreign high-level scientific research institutions, international financial institutions and international standardization organizations, gather more high-quality resources in terms of talents, technology, achievements, standards and capital, and constantly explore innovative service models and business fields to build a broader exchange and cooperation platform for enterprises to go to sea.
In recent years, Hebei Province has implemented the innovation-driven development strategy and the opening-up strategy, supported enterprises to "go global" and "bring in" overseas talents, technological achievements and capital in terms of scientific and technological innovation to support the high-quality development of industries, promoted the two-way flow between the China market and the global market, accelerated the deep integration of the capital chain of innovation chain industrial chain and supported the coordinated development of the upper, middle and lower reaches of industrial chain.
