Shantou is making a major move to attract global talents

To further optimize the business environment and attract more international talents to start businesses and innovate in Shantou. Recently, the Science and Technology Bureau of Shantou City has introduced three facilitation measures, namely "One Book Pass", "One Card Pass" and "One Window Pass", significantly enhancing the efficiency and experience of government services for foreigners coming to work in Shantou.

It is reported that these three facilitation measures have comprehensively improved the convenience of foreigners working in Shantou. Through the "One Book Pass" manual and "One Window Pass" service, foreign talents can clearly understand the policy requirements and make process more convenient. In recent years, the Science and Technology Bureau of Shantou City has continued to deepened the reform of management and service for foreigners working in China, promoting the construction of a business environment with refined services. It has actively built a "one-stop" foreign-related talent service system, set up a "foreign talent service zone", and realized the "one-window acceptance" of work permits and residence permits for foreign talents. Implement the "integration of certificates and cards" reform, achieving "one-time application, contactless approval, and full-process online processing", and one can obtain an electronic social security card, reducing the approval process by 67%. Equip service Windows with simultaneous interpretation devices to achieve barrier-free cross-language communication and take multiple measures to build a service highland for foreign talents. As of now, the number of foreign high-end talents holding valid work permits in Shantou City has increased by nearly 34% compared with 2020, covering key fields such as education and research, biomedicine, and new materials.
It is understood that the foreigner work permit service, relying on the electronic social security card, can access service functions such as query and download of work permit information, verification of QR codes, and notification of relevant information. The "Convenience Manual" issued integrates the business standards of functional departments such as science and technology, public security, and human resources and social security in the process, building a full-chain service system of "work-life-security", strengthening the effective connection of work permits for foreigners coming to China, work-related residence permits, and social security business, and further shortening the processing time for work permits and residence permits for foreigners coming to China. It is a systematic integration and further upgrade of the achievements of the previous convenient service reform.
