Opinions on the Primary School Enrollment Work in Xiamen City in the Autumn in 2025

In order to implement the "Compulsory Education Law of the People's Republic of China", safeguard the educational rights and interests of school-age children, and standardize the enrollment behavior of compulsory education, in accordance with the relevant spirit of the Ministry of Education and the Fujian Provincial Department of Education on enrollment and admission, we have formulated our city's 2025 fall primary school enrollment opinions.
I. Admission Principles
Adhere to the principle of "zoned enrollment and nearby school admission", and organize school-age children within the enrollment area to be admitted to nearby schools on time without examination. Adhere to the principle of "points priority and follow the order of application", and organize the allocation of children of migrant workers in cities for school enrollment.


II. Admission Targets
Children of school age who are 6 years old or above (born before August 31, 2019) and meet the policy and conditions, with local household registration or residence in this city.


III. Application Time
(I) The registration period for school-age children with local household registration, school-age children from Hong Kong, Macao, Taiwan, overseas Chinese and foreign nationals who meet the policy requirements, as well as children of talents, military personnel, public security, fire rescue and other personnel who enjoy policy-based preferential treatment is from July 6 (Sunday) to July 7 (Monday).
All districts should conscientiously implement the “Fujian Province’s 'One-Stop Education Enrollment' Integrated Package Service Work Plan", further improve the enrollment service platform, and ensure that the application for primary school enrollment is made with "one form, one set of materials, and one submission".
(II) For children of migrant workers who meet the basic conditions for points-based school enrollment, online registration is implemented. The online registration period is from April 14 (Monday) to April 25 (Friday). Those who fail to register online will be regarded as having automatically waived their qualification for points-based admission in Xiamen. 


IV. Enrollment Measures for School-age Children with Local Household Registration
(I) Public primary schools implement zoned enrollment, giving priority to admitting school-age children with local household registration within the designated area. We will steadily and prudently advance the reform of multi-school zoned enrollment. The enrollment area shall be demarcated by the district education bureau where the school is located (for municipal primary schools, it shall be approved by the municipal education bureau), and the district education bureau shall announce it to the public in advance. Each primary school should post the enrollment notice in the designated area one week before the registration.
(II) Definition of the Enrollment Targets for Each District
1.The enrollment targets of the district must meet the "two consistencies", that is, the household registration of the school-age child is consistent with that of the father (mother), and the actual place of residence is consistent with the place of household registration (referring to the address recorded in the household register of the school-age child and his/her parents being consistent with the actual residence).
2.The deadline for the settlement of the enrollment targets in the district is Monday, July 7, 2025. For those who register their household after the deadline, the local district education bureau will make overall arrangements.
3. In addition to meeting the "two consistencies", the recruitment targets of "Hot Schools" should also satisfy one of the following conditions:
(1) If the father (mother) of the child of school age holds the property rights of a house in the area (the proportion of the property rights held by the father or mother should exceed 50%, the same below), the child of school age and his/her father (mother) should also actually have lived in the area for more than one year (moved in before August 31, 2024), except for moves into newly built commercial housing.
(2) If the father or mother of a school-age child indeed has no property and the father (mother) rents a house in the district, the rented house should be the only residence of the family. The school-age child and his (mother) should also have actually resided in the district for more than one year and hold a legal and valid house rental certificate.
(3) If the father (mother) of a school-age child has purchased a property in the district (with a valid purchase contract and purchase receipt), and due to historical reasons, the property rights cannot be processed, and there are no other property rights houses outside the district, this residence is his/her only place of residence, and he/she actually owns and has resided in the property in the district with the school-age child for more than one year.
(4) The grandparents or maternal grandparents of the school-age child have actually resided and owned the property rights of the property in the area for more than six years (including six years), and the school-age child and his/her father (mother) live with the grandparents or maternal grandparents and have the same household registration, and have actually resided for more than one year.
The first three situations mentioned above must also simultaneously meet the requirement that only one school-age child can attend a primary school in the same property every six years, except for families with more than one child.
Where the enrollment conflicts of "hot schools" are particularly prominent, in addition to meeting the "two consistencies", the education administrative department may, based on the actual situation of the district, study and formulate specific enrollment implementation rules and announce them in advance.
(III) School-age children with local household registration shall, in accordance with the "Notice of Compulsory Education for School-Age Children", register at the school within the prescribed registration period accompanied by their parents or other legal guardians. After the school's review and confirmation, the registration procedures will be processed.
Those who are unable to register at school on time due to certain reasons should apply to the school in their district within 3 days after receiving the registration notice. With the school's consent, the registration time may be appropriately postponed. Those who request to register beyond the prescribed time limit without applying should submit a written explanation of the reasons to the school or the education administrative department. After approval, they will be allowed to make up the application, and the education administrative department will make overall arrangements. Those who fail to register without consent or do not register within the application period shall be promptly reported by the school to the education administrative department, which will handle the matter in accordance with the Compulsory Education Law of the People's Republic of China.
(IV) Materials that should be provided by the recruitment targets of the district when applying
1. Notice of Compulsory Education for School-Age Children;
2. The household register of a resident of this city where the school-age child and his or her father (mother) share the same household registration;
3. Vaccination certificate for school-age children;
4. Other necessary supporting documents.
The materials provided at the time of registration should be true and valid. Once any act of fraud is verified, all applicants will be regarded as non-district enrollment targets and will be arranged for admission by the education administrative department in a coordinated manner.
(V) For the students whose household registration and residence are separated due to government demolition and construction, after confirmation, the education administrative department will make overall arrangements for their enrollment and they can study at the schools in the area where the residence arranged by the government is located.


V. Admission Procedures for School-age Children from Hong Kong, Macao, Taiwan, Overseas Chinese and Foreign Nationals
(I) For school-age children of residents of the Hong Kong and Macao Special Administrative Regions who apply to study in our city, if their father (mother) is a resident of the Hong Kong or Macao Special Administrative Regions, they should register at the school in their residential area. The education administrative department will make overall arrangements based on the location of their father's (mother's) property or residence. If the father (mother) is a resident of this city, they should register at the school in the district where the father (mother) is registered. The education administrative department of the father (mother) is registered will make overall arrangements. If neither the father nor the mother is a resident of the Hong Kong or Macao Special Administrative Regions and neither is a resident of this city, and the applicant applies for admission to a public school, the father (mother) should have worked, resided in Xiamen and participated in the social insurance of this city for at least one year (including one year). Among them, if the applicant applies for admission to Siming District or Huli District, The father (mother) of the individual must have worked or resided in Xiamen for at least two years and have recently participated in the social insurance of our city. They should register at the school in the area where they reside, and the education administrative department will make overall arrangements.
(II) Taiwan school-age children who hold the Mainland Travel Permit for Taiwan Residents and whose parents need to live in Xiamen with their father (mother) because they buy a house or work in Xiamen, and apply to study in our city, will report relevant information through the "School Registration" portal of the "Xiamen Taiwan Federation" WeChat official account from May 12 (Monday) to May 30 (Friday), 2025. After the review of the Municipal Taiwan Affairs Office, the competent education department will make overall arrangements to study in the primary school in the administrative region where they live.
(III) For school-age children of overseas Chinese who apply to study in our city, their parents or other legal guardians should present the overseas Chinese identity certificate issued by the district overseas Chinese affairs office to the school in their residential area for registration. The education administrative department will make overall arrangements.
(IV) For foreign school-age children applying to study in our city, their parents or other legal guardians should register at the school in the district where they reside, and the education administrative department will make overall arrangements.
The materials that school-age children from Hong Kong, Macao, Taiwan, overseas Chinese and foreign nationals must provide when signing up are detailed in Appendix 1.


VI. Measures for the Enrollment of Children of Talents, Military Personnel, Public Security, Fire and Rescue Personnel
In accordance with the spirit of the "Notice on Several Measures for Further Strengthening Talent Service and Guarantee" issued by the Organization Department of the Xiamen Municipal Committee of the Communist Party of China, the Xiamen Municipal Education Bureau, the Xiamen Municipal Human Resources and Social Security Bureau, and the Xiamen Municipal Health Commission, children of talents can apply for policy-based preferential enrollment. From Sunday, June 1 to Saturday, June 21, 2025, follow the WeChat public account "Xiamen i Education", enter the popular application "One-Stop Enrollment", and fill in the application form and provide relevant materials through the "Online Application System for Children of High-level Talents' Enrollment" as required. After the review is passed, the education department will make overall arrangements.
According to the "Notice on Further Improving the Preferential Treatment of Education for Children of Military Personnel" issued by the Xiamen Municipal Education Bureau, the "Notice on Forwarding the Notice of the Ministry of Public Security and the Ministry of Education on Further Strengthening and Improving the Preferential Treatment of Education for Children of Public Security Martyrs and Police Officers Who Died or Were Disabled in the Line of Duty" issued by the Fujian Provincial Public Security Department and the Fujian Provincial Department of Education, and the "Notice on Doing a Good Job in the Preferential Treatment of Education for Personnel of the National Integrated Fire Rescue Force" issued by the Fujian Provincial Emergency Management Department and the Fujian Provincial Department of Education In accordance with the spirit of the "Notice on Preferential Treatment of Education for Their Children", the education administrative department shall do a good job in coordinating the enrollment of children of relevant groups.


VII. Measures for the Enrollment of Children of Migrant Workers in Cities
(I) Continue to implement the points-based primary school enrollment system for children of migrant workers in cities. When signing up online, one should meet the relevant administrative region's points-based admission requirements.
(II) The application conditions, points calculation methods and work schedule for the points-based school enrollment of children of migrant workers in cities are detailed in Appendix 2.
The education bureaus of each district should, in light of the local conditions of their respective districts, formulate detailed implementation rules for the points-based enrollment of children of migrant workers in primary schools in their districts in 2025, and announce them before Sunday, April 13.


VIII. Work Requirements
(I) Reasonably demarcate the enrollment areas. The education bureaus of each district should, in accordance with the principle of nearby school enrollment and the actual situation of their respective districts, maintain relatively stable enrollment policies, rationally demarcate the enrollment areas for primary schools, carefully carry out the notification work for school-age children's enrollment, and promptly coordinate with neighborhood committees (village committees) to issue the "Notice of School-Age Children Receiving Compulsory Education" to school-age children with local household registration within their jurisdiction one week before registration, to ensure that school-age children can enroll on time.
(II) Do a good job in coordinating school enrollment. Implement and enforce the relevant policies of the Xiamen Municipal Committee of the Communist Party of China and the Xiamen Municipal Government, and earnestly carry out the overall planning and coordination of policy-based preferential enrollment. For individual school-age children who encounter special difficulties due to objective reasons and request to register across districts, their parents should fill out an application form. Under the premise of ensuring the enrollment of students from the receiving district, after collective research by the receiving school, the application should be submitted to the higher education administrative department for approval before July 12 before they can be admitted. We should make overall arrangements for the enrollment of school-age children with local household registration who have separated their household registration and residence. First, arrange for school-age children whose household registration and actual residence are the same to attend nearby schools, and then make overall arrangements for the enrollment of school-age children who have separated their household registration and residence. If the number of available places in the enrollment area is insufficient, a coordinated arrangement will be implemented.
(III) Do a good job in the points-based school enrollment for children of migrant workers in cities. The education bureaus of each district should follow the principles of openness and fairness, provide as many places as possible, conduct computerized allocation based on the points from high to low and in accordance with the preferences of the students, and accept social supervision. It is necessary to enhance communication and coordination with relevant departments, optimize the points-based school enrollment platform, and provide services such as the review of information and data for the points-based school enrollment of children of migrant workers in cities.
(IV) Ensure the enrollment of children with disabilities. We should earnestly implement the "Regulations on Education for Persons with Disabilities", strengthen the classified placement of disabled children, and do a good job in the points-based enrollment of disabled children of migrant workers in primary schools to ensure that every disabled child and teenager can receive education, achieving full coverage and zero rejection.
(V) Strengthen the overall management of the enrollment of private schools. Further standardize the enrollment behavior of private schools. Private schools not included in the points-based enrollment system should enroll students simultaneously with public schools and must not select students under the guise of interviews or evaluations. Improve the enrollment platform for private schools that conduct independent recruitment. When the number of applicants exceeds the enrollment quota, computerized random lottery admission will be implemented. The education bureaus of each district should, based on the assessment results of the classification of private primary schools, reasonably determine the enrollment plans of each private school. For private primary schools that actively recruit children of migrant workers arranged by the education authorities and exempt students from tuition and miscellaneous fees, textbook fees, and bookkeeping fees in accordance with regulations, special funds for running schools will be provided according to different standards based on their assessment grades. For illegal and irregular behaviors such as enrolling students without approval, expanding the enrollment scale without authorization, as well as pre-charging fees and arbitrary charges, they will be dealt with in accordance with the law and downgraded in accordance with relevant regulations.
(VI) Strengthen the publicity of enrollment policies. The education bureaus of each district should enhance the publicity of enrollment policies and safeguard the legal rights of school-age children to attend school. For school-age children with local household registration who do not meet the enrollment conditions of the district, the district education bureau of their household registration location shall make overall arrangements for the receiving schools. For school-age children who have encountered situations such as "household registration transfer" or "household registration hanging" due to school selection, the education bureaus of each district and schools should patiently guide and encourage their parents to transfer their household registration back to their actual place of residence for enrollment. It is necessary to enhance the publicity and guidance of the policies on the education of children of migrant workers in cities. Through forms such as policy interpretation, information release, and distribution of brochures, the policies on the enrollment of children of migrant workers should be widely publicized. Services such as consultation and confirmation of conditions for the education of children of migrant workers should also be provided.
(VII) Strengthen the enrollment service work. The education bureaus of each district should actively simplify the enrollment procedures, enhance information sharing with relevant departments, and do a good job in confirming the enrollment targets. Strengthen the enrollment service. During the enrollment period, set up consultation desks, publish consultation phone numbers, enhance the interpretation of major policies and hot and difficult issues of public concern, and make overall arrangements for the enrollment of school-age children who do not meet the enrollment conditions of the district.
(VIII) Resolve conflicts and disputes in a timely manner. All district education bureaus and primary schools should enhance their sense of the rule of law, policy awareness and service awareness, earnestly handle letters and visits from the public, and promptly resolve conflicts and problems arising in the enrollment process. Actively explore the enrollment methods for children from multi-child families who can attend school regardless of age. Issues among primary schools within an administrative district shall be adjudicated by the district education bureau. Issues between primary schools in different administrative districts and between district-owned primary schools and directly affiliated primary schools that remain controversial after coordination shall be adjudicated by the municipal education bureau. It is strictly prohibited to shirk responsibility or pass on conflicts. We must effectively maintain the order of student recruitment and social stability.
(IX) Strengthen supervision over the enrollment work. All district education bureaus should strictly follow the principles of fairness, justice and transparency, strengthen the organizational leadership of primary school enrollment work, strictly enforce discipline requirements, and enhance supervision and inspection. It is strictly prohibited to admit children who have not reached the school age. Any violation of this rule will result in the cancellation of their admission qualifications. It is strictly prohibited to admit new students who have not been reviewed by the education administrative department. Public and private primary schools are not allowed to expand or reduce their enrollment scale without approval. It is strictly prohibited to use the results of various examinations, competitions, training sessions or certificates as the basis for enrollment. It is strictly prohibited to organize knowledge and ability tests during the enrollment process. It is strictly prohibited to set up any key classes or fast and slow classes under any name. All levels of education discipline inspection and supervision departments and relevant functional departments should strengthen supervision over key links, key positions and key periods in the enrollment process, and deal with those who violate the enrollment discipline seriously in accordance with relevant regulations.
(X) The education bureaus of each district should, based on this opinion on the enrollment work and in light of the actual situation of education in their respective districts, formulate specific enrollment methods and file them with the Basic Education Department of the Municipal Education Bureau for the record.
This work opinion shall be interpreted by the Xiamen Municipal Education Bureau.


Attachment 1

Admission materials for school-age children from Hong Kong, Macao, Taiwan, overseas Chinese and foreign nationals


I. School-age children of residents of the Hong Kong and Macao Special Administrative Regions
(I) Proof materials of the parents of school-age children purchasing property or working in Xiamen;
(II) Original and photocopies of the identity documents of the school-age child and his or her father (mother) (such as the "Mainland Travel Permit for Hong Kong and Macao Residents", "Hong Kong and Macao Resident Identity Card" or household register);
(III)The original and a copy of the "Residence Permit for Hong Kong and Macao Residents" or the "Registration Form for Temporary Accommodation of Overseas Chinese, Hong Kong, Macao and Taiwan Compatriots" issued by the public security department of our city for the school-age child and his or her father (mother);
(IV) For school-age children of residents of the Hong Kong and Macao Special Administrative Regions, if neither of their parents is a resident of the Hong Kong or Macao Special Administrative Regions and neither of their parents is a resident of this city, they should provide proof that their father (mother) works, lives in Xiamen and participates in the social insurance of this city.


II. School-age children in Taiwan
(I) Proof materials from parents of eligible children who have purchased, purchased or worked in Xiamen;
(II) Proof of identity or "Taiwan Resident Travel Permit to Mainland China" for eligible children and their parents;
(III) The original and photocopy of the "Taiwan Resident Residence Permit" or "Temporary Accommodation Registration Form for Overseas Chinese, Hong Kong, Macao, and Taiwan Compatriots" issued by the public security department of our city for eligible children and their parents.

III. School-age children of overseas Chinese
(I) Proof materials of the parents of school-age children purchasing property or working in Xiamen;
(II) "Overseas Chinese Identity Certificate" (issued by the District Overseas Chinese Affairs Office);
(III) Identity documents or passports of school-age children and their parents or other legal guardians;
(IV) The original and a copy of the "Temporary Accommodation Registration Form for Overseas Chinese, Hong Kong, Macao and Taiwan Compatriots" issued by the public security department of our city for the school-age child and his or her father (mother).


IV. Foreign school-age children
(I) Proof materials of investment, property purchase or work in Xiamen by the parents of school-age children;
(II) The valid foreign passport of the school-age child and the foreigner's residence permit;
(III) The "Temporary Accommodation Registration Form" issued by the public security department of our city for the school-age children themselves;
(IV) Valid proof materials of the father (mother) of the school-age child (such as foreign passports and the "Temporary Accommodation Registration Form" or household register).
