June is one of the most concentrated months for policy applications each year. This is not due to the introduction of new policies, but because many policies released in the first half of the year have set their deadlines at the end of June — the window has been open for some time, yet eligible applicants have not always acted accordingly. The following four application windows are currently open, with timelines, target applicants, and benefit amounts clearly outlined below.
01 Suzhou Innovation and Entrepreneurship Leading Talent: Deadline June 18, up to RMB 7 Million
The centralized application period for the second batch of Suzhou's 2026 "Innovation and Entrepreneurship Leading Talent Program" closes at 17:00 on June 18, 2026. Application portal: sst.suzhou.gov.cn/gslj. This batch accepts two categories: Entrepreneurial Leading Talent and Innovation Leading Talent. Entrepreneurial Leading Talent is open to individuals bringing teams, technologies, and projects to establish a business in Suzhou. Project funding up to RMB 5 million, home purchase subsidy up to RMB 2 million, for a combined maximum of RMB 7 million. Upon successful post-acceptance review, additional rolling support of up to RMB 5 million may be applied for. Registered projects must have been incorporated in Suzhou between July 1, 2023 and June 15, 2026, with a cash contribution of no less than RMB 1 million, and the applicant must hold at least 20% ownership or be the largest shareholder. Innovation Leading Talent (Enterprise Category) is open to high-caliber professionals employed at Suzhou-based technology-oriented enterprises. Benefits include funding of up to RMB 2 million and a home purchase subsidy of up to RMB 1 million. Applicants must hold a doctoral degree, have been recruited after January 1, 2024, have an annual salary of no less than RMB 300,000, and be employed by a listed company, a high-tech enterprise, or a "Little Giant" specialized and sophisticated enterprise. 02 Hengqin New Talent Policy Subsidy: Deadline June 30, up to RMB 270,000
The application period for the 2026 Talent Policy Subsidy in the Guangdong-Macau In-Depth Cooperation Zone of Hengqin opened on June 1 and closes on June 30, 2026. Late applications will not be accepted. Application portal: Hengqin Guangdong-Macau In-Depth Cooperation Zone Enterprise and Citizen Benefit Service Platform (ycfz.hengqin.gov.cn). Eligible applicants fall into four categories: holders of a full-time bachelor's degree or above; professionals with assistant-level or higher professional technical titles; skilled talents with senior or higher national occupational qualifications; and Macau youth employed in the Cooperation Zone. Subsidy tiers: Macau youth up to RMB 270,000; academic/professional technical talents up to RMB 180,000; skilled talents up to RMB 60,000. The subsidy is disbursed in installments. For the first installment, applicants must have continuously paid social insurance and individual income tax in the Cooperation Zone for at least 6 months; the second and third installments require 18 and 30 months, respectively. Note a practical detail: cumulative contribution lapses not exceeding three months are permitted, provided the total required months are still met. For individuals changing employers, lapses not exceeding three months do not reset the calculation. The logic of this subsidy is "talent retention rather than talent attraction" — it benefits individuals already working in the Cooperation Zone, not new arrivals. 03 Chengdu Newly Introduced Talent Relocation (Anjia) Subsidy: Deadline July 31, up to RMB 108,000 per Person
The application period for Chengdu's 2025 Enterprise Introduction of Urgently Needed Talent Subsidy (comprising a Personal Relocation Subsidy and an Enterprise Talent Introduction Subsidy) is currently open and must be completed by July 31, 2026. Personal Relocation Subsidy tiers: Category A/B/C talents (as defined in Chengdu's talent classification system) receive RMB 3,000 per month for three consecutive years, for a cumulative total of up to RMB 108,000; doctoral degree holders and talents in 3-star urgency positions receive RMB 2,000 per month, for a cumulative total of up to RMB 72,000. The Enterprise Talent Introduction Subsidy is also open simultaneously. For each eligible talent introduced, the employing enterprise may receive a reward of up to RMB 100,000. The core eligibility conditions are two-fold: first-time enrollment in Chengdu's enterprise employee basic pension insurance within five years, and continuous enrollment for six months or more. The value of this policy lies not only in the subsidy amount but also in the fact that enterprises and individuals can apply simultaneously — introducing one eligible talent yields subsidies for both the employer and the employee, running on two parallel tracks. 04 High-Tech Enterprise Certification: First Batch Deadline June 25
The application process for Shijiazhuang's 2026 High-Tech Enterprise Certification has officially started. The first batch for evaluation closes on June 25, 2026. Subsequent batches will follow, with the Shijiazhuang Municipal Science and Technology Bureau accepting applications until 17:00 on September 24, 2026. HITECH certification directly provides benefits including a reduced corporate income tax rate of 15% and an increased R&D expense super-deduction ratio, making it one of the most valuable technology-related qualifications at the enterprise level. Applications require submission of both electronic and paper versions. Electronic submissions are made through the National High-Tech Enterprise Certification Management Work Network at innocom.gov.cn; paper materials must be printed and bound in accordance with the notice requirements. HITECH certification application periods are typically synchronized across multiple regions in China. For those intending to apply, material preparation remains feasible at this time.
05 June: The Final Opportunity to Catch Up
Every June, two types of applicants emerge. The first type has already prepared all required materials and is waiting calmly for the system deadline. The second type saw the notices earlier but consistently believed "there is still time." Those in the latter group often fall short by a single step — a missing certificate, a period of lapsed insurance, an incorrectly completed field — and consequently miss the window for the entire year. Of the four applications listed above, the nearest deadline is June 18, with 10 days remaining. Action is paramount. Those who wait for "next time" will find themselves perpetually waiting.
