The newly amended
Regulations of Beijing Municipality on the Administration of Non-Motor Vehicles will take effect on
May 1, 2026. The new regulations incorporate product safety, traffic safety, and fire safety considerations throughout the production, sales, registration, use, parking, and charging of non-motor vehicles.
The regulations stipulate that vehicles such as electric bicycles and motor wheelchairs for persons with disabilities must be
registered and licensed before they are permitted on the road. They also detail the procedures for modification, transfer, and cancellation of registration.
Here are some key provisions:
1.Any
change in registration information, such as ownership details, or ownership transfer related to a registered non-motor vehicle requires an application for change or transfer of registration to be submitted
within 30 days.
2.If a registered non-motor vehicle is lost, destroyed, irreparably damaged, returned, or no longer in use, an application for
cancellation of registration shall be submitted.
3.Those applying for a change, transfer or cancellation of registration are required to address all
outstanding violations and
traffic accidents first.
4.In accordance with China's new national
standards and the service lifespan recommended by manufacturers, a
ten-year validity period has been set for the
licenses and plates of electric bicycles. Upon expiration, an application for extension can be submitted.
To further assist the public, the traffic management authorities are developing supporting
registration measures. They plan to adopt multiple approaches — such as increasing the number of service points, simplifying procedures, adopting "plate-included" sales, and enabling online processing — to make registration services more convenient.
