Measures to Establish a One-Stop Service System for Talent Returning from Study Abroad

To implement the spirit of the *Opinion on Further Improving Services for Overseas-Educated Talent Returning to China* (issued by ten departments, including the Organization Department of the CPC Central Committee and the Ministry of Human Resources and Social Security) and to meet the requirements for reforming the management and services for professional and technical personnel, the following measures have been formulated. These measures aim to leverage digital empowerment, promote cross-sector collaboration, establish a "one-stop" service system for returning overseas-educated talent, and provide the necessary talent support for the development of a modernized Chongqing.

1. Establish a dynamic and updated database for returned overseas students. Implement the information statistics and investigation system for overseas students, conducting a centralized survey and statistics once a year. Improve the basic data of returned overseas students. Make good use of data resources such as the professional technical personnel service platform of the city, the personnel management system of public institutions, the employee management system of state-owned enterprises, and the mobile talent file management system. Dynamically update the data of returned overseas students. Relying on the social insurance participation database of the city, the labor resource database, as well as the data of domestic and foreign cooperative education in the city, the data of going abroad financial services, and the accounts of foreign exchange regulatory institutions, conduct data cleaning and comparison. Prioritize both "construction, management and use", strengthen the prevention of data security risks for returned overseas students, and expand the construction of talent databases, policy databases, and achievement databases to achieve precise digital portraits of returned overseas students, intelligent policy push, and precise job matching. 

2. Build an "one-stop" convenient service platform both online and offline. A "one-stop" online service platform for "services for returned overseas students in Chongqing" has been established, and it has been included in the "Efficiently Complete One Thing" special window of the "Chongqing Quick Service" government service platform. The platform integrates functions such as project application, employment and entrepreneurship, talent recognition, fast service processing, management of innovation and entrepreneurship parks, overseas study, and financial services, providing 40 service items such as business start-up, file transfer, and professional title evaluation for "one-stop" processing. Service stations include the inbound service center at Chongqing Jiangbei International Airport, the Chongqing Talent Service Hub, the "15+5" convenient service circle for human resources, and the innovation and entrepreneurship park for returned overseas students. Offline "one-stop" convenient services are provided for returned overseas students. By 2027, it is planned to achieve a cumulative total of over 100,000 services both online and offline. 

3. Carry out regular evaluation and identification of returned overseas students. Relying on the overseas study service pilot reform carried out by the Ministry of Education in Chongqing, better provide services such as overseas academic degree certification and overseas talent archives. Optimize the "directory + scoring" talent recognition channel, and grant talent service codes to eligible returned overseas students. Open a green channel for the professional title evaluation of returned overseas students. For those who come to work in Chongqing within 5 years and apply for professional titles for the first time, they can directly apply for the corresponding level of professional title evaluation based on their professional level and work performance. Support returned overseas students holding overseas professional qualification certificates to practice conveniently, and encourage returned overseas students to apply for registration of internationally recognized professional qualifications such as engineers and accountants.

4. Provide equal access to employment and entrepreneurship policies and services for returned overseas students. Include returned overseas students in the unified employment policy system of the city, and allow them to enjoy the same recruitment (employment) conditions as domestic university graduates. Organize special job fairs for returned overseas students every year. Link up with applications such as "Yu Yue·Employment" of Digital Chongqing and the employment internship management system, build a database of job demands for overseas talents, and those who meet the conditions can enjoy policy support such as enterprise absorption, skills training, employment internship, and entrepreneurship assistance. Focus on enterprises in fields such as foreign investment, foreign trade, and foreign investment promotion, and establish about 100 employment internship units for returned overseas students for定点 (fixed-point) contact within 5 years, providing more than 1,000 internship and training positions. For enterprises and institutions with strong demand for overseas talent attraction, jointly establish a batch of "Haizhi Workstations" with the Municipal Science and Technology Association. Increase efforts to attract overseas talents to settle and come to Chongqing, support key units and major platforms to gather top returned overseas students to come to Chongqing for innovation and entrepreneurship, and enjoy policy support such as research funds, vehicle purchase tax exemptions in accordance with regulations. 

5. Every year, a certain number of innovative and entrepreneurial projects will be selected for funding. The "Chongqing Plan for Returned Overseas Scholars to Start Businesses and Innovate" will be implemented in depth. Based on the "416" scientific and technological innovation layout and the "33618" modern manufacturing cluster system construction requirements, greater emphasis will be placed on emerging fields such as artificial intelligence, biomedicine, new energy, and new materials. Every year, more than 100 entrepreneurial and innovative projects will be selected for funding, with the highest amount of funding reaching ¥500,000 per project. The selection and recommendation efforts for returning overseas scholars' projects will be intensified to secure more projects for inclusion in the "Start-up Support Plan for Chinese Overseas Students Returning to Start Businesses". Further supervision and management of project implementation will be strengthened, and performance evaluations of project funding will be conducted.

6. Regularly hold innovation and entrepreneurship competitions for returned overseas talent. Adhering to the principles of "promoting innovation through competitions, promoting integration through competitions, and promoting attraction through competitions", regular innovation and entrepreneurship competitions will be held for returned overseas talents in Chongqing. This will help outstanding projects and talents stand out. Leveraging the construction of the Chengdu-Chongqing Twin-City Economic Circle, we will create the "Conference for Exchange and Connection of Overseas Talents' Innovation and Entrepreneurship Projects" as a brand project, promoting innovation and entrepreneurship among returned overseas talents, facilitating the transformation and implementation of innovative achievements from both home and abroad in the Chengdu-Chongqing region, and promoting regional exchanges and cooperation among talents. Relying on the China-Chongqing National Expert Service Base and other platforms, we will establish a financing and investment roadshow platform for returned overseas talents, promoting the transformation and application of winning projects. In accordance with the unified deployment of the Ministry of Human Resources and Social Security, we will conduct selection and recommendation for "The Most Promising Returned Overseas Innovation and Entrepreneurial Enterprises", assisting in the publicity and promotion of returned overseas innovation and entrepreneurial enterprises. 

7. Promote the upgrading and improvement of the entrepreneurship parks for overseas students. Support the two national-level entrepreneurship parks in Liangjiang New Area and Western (Chongqing) Science City to better play their leading roles. Explore the establishment of the West Sea Innovation Center of the Association of Returned Overseas Students and the Chongqing-Hong Kong Overseas Returned Students Entrepreneurship Park, etc., to drive the improvement and development of the entrepreneurship parks. Provide certain operating funds rewards to the entrepreneurship parks that perform well each year. Relying on the innovation ecosystem around universities, encourage universities to participate in the construction of the entrepreneurship parks. Establish a service alliance for entrepreneurship parks, providing more than 1,000 free entrepreneurial workspaces to returned overseas students each year. Organize activities such as "Leave-Your-Career-Here in the Entrepreneurship Park" and "Growth Camp for Returned Overseas Students", to assist returned overseas students in their entrepreneurship and innovation. Guide technology managers, professional managers, investment managers, and incubator managers, etc., as "supporters" to provide services such as technology transfer and transformation, financing needs, enterprise management and operation, and enterprise incubation and cultivation for returned overseas students.
8. Expand and enrich the financial services for returned overseas students. For returned overseas students who start businesses in our city, they can apply for a maximum of ¥500,000 for individual entrepreneurship guarantee loans and a maximum of ¥6 million for small and medium-sized enterprises. The financial department will provide 50% of the actual loan interest rate as subsidies and a maximum of 0.5% per year in guarantee fee subsidies. We will explore the establishment of the "Sea Innovation Loan" to provide a pure credit loan of ¥500,000 to ¥2 million for small and medium-sized enterprises founded by overseas students who have been operating continuously and normally in our city for more than one year, have paid social security and taxes as required, and have good credit. We will also explore the establishment of the "Sea Innovation Insurance" to encourage the establishment of insurance protection plans for overseas students returning to China for innovation and entrepreneurship, as well as their spouses and children. For projects that have won awards in national or provincial-level innovation and entrepreneurship competitions and have been transformed and implemented in our city within 12 months after the award, they will be included in the support scope of our city's seed investment funds and other support measures.

9. Support returned overseas students to legally participate in social insurance. Establish a "green channel" for the first-time insurance registration of returned overseas students, and organize social security planners to provide customized services for them, offering convenient services for insurance registration and transfer. Support returned overseas students to use social security cards for "one-card access", enjoying services such as UnionPay cross-border payment settlement and overseas cash withdrawal and consumption. Returned overseas students and their spouses and children who participate in social insurance in Chongqing in accordance with regulations can legally enjoy corresponding social insurance benefits. Returned overseas students who start businesses in Chongqing, if they meet the conditions, can retain the basic pension and medical insurance contribution years before leaving the country. Encourage qualified employers to establish enterprise annuities for employees, including high-level returned overseas students. 

10. Continuously enhance the service guarantee capabilities for returned overseas talents. Implement the "New Chongqing Talent Service" system, incorporate the services for overseas returned talents who meet the conditions of the "New Chongqing Talent Card" into the city's "Yucai Hui" service system. Cardholders can enjoy services such as medical treatment and healthcare, transportation, and tourism. Explore the establishment of a dedicated archive repository for overseas returned talents in public employment and talent service institutions, providing exclusive services in terms of archive storage, organization, and utilization. For overseas returned talents who have obtained foreign nationality and enter the country with valid visas, those engaged in investment, entrepreneurship, and scientific and economic activities can have their multiple-entry visa documents changed. Enhance the service capabilities for international talents, support the construction of international talent communities and international hospitals, optimize the layout of international schools, and explore the establishment of a "like overseas" living environment. 

11. Guiding Returned Overseas Scholars to Foster the Spirit of Patriotism and Endeavor. Fully leverage the role of the Party organizations of employers in uniting returned overseas scholars. Through activities such as education and training, visits to the country, vacations and recuperation, service in grassroots positions, and offering suggestions and advice, promote a comprehensive understanding of the Party's situation, the country's situation, social conditions, and people's conditions among returned overseas scholars, strengthen political guidance for them, and continuously stimulate their enthusiasm for patriotism and endeavor. Support returned overseas scholars in applying for government special allowances, academic and technical leading talent projects, and participating in awards such as the "New Chongqing Outstanding Talent Award". Create the "Stay in Bayu" series of brand activities, regularly holding activities such as alumni associations and exchanges, and sharing experiences in innovation, entrepreneurship, and creation, strengthening communication and contact with overseas student organizations and returned overseas scholars. Jointly launch the "Young Overseas Scholars Share Their Experiences Globally" publicity project with the Chongqing Association of Returned Overseas Students, telling the stories of returned overseas scholars' innovation, entrepreneurship, and creation, and exploring typical cases of serving returned overseas scholars. 

12. Improve the collaborative mechanism for serving returned overseas talents. Adhere to the principle of Party management of talents, establish a joint meeting system involving departments such as organization, human resources and social security, science and technology, education, public security, foreign affairs, finance, medical insurance, and customs, responsible for coordinating major matters. The Chongqing Association of Returned Overseas Chinese Students and the Municipal Association of Returned Overseas Chinese work in collaboration to provide contact and service for returned overseas talents. Relevant municipal departments leverage the cooperation between Sichuan and Chongqing, Liaoning and Chongqing, as well as Chongqing and Hong Kong, and Chongqing and Australia to deepen cooperation and exchanges in the field of talents. Each district (autonomous county), and relevant departments should attach great importance to the service work for returned overseas talents, optimize and implement key links such as attracting, cultivating, retaining, utilizing, and serving them, and create a favorable development environment for returned overseas talents.
