Nanjing Named Best City for Employment Promotion for 6th Consecutive Year

On December 19th, the 2025 China Best Employer Award Ceremony was held in Sanya, Hainan Province. Nanjing was honored as the "Best City for Employment Promotion" for the sixth consecutive year.
This achievement stems from Nanjing’s sustained efforts in recent years to build and refine a comprehensive, precise, and robust policy system for talent employment. Through institutional innovation and service optimization, the city has consistently strengthened its capacity to support employment and enhance its appeal to talent.
Since 2023, aligning with its "Talent-Driven City" strategy, Nanjing has rolled out key policies such as the "25 Measures for a Talent-Driven City" and the "Seven Policies for Key Industry Talent." These initiatives focus on national strategic priorities and local industrial development needs, providing targeted support for talent development in Nanjing’s universities, research platforms, and leading enterprises. In 2025, Nanjing further introduced the "Nanjing Talent Initiative" Three-Year Action Plan (2025–2027) for Promoting High-Quality and Sufficient Employment of College Graduates, establishing a city-district collaborative "1+N" policy matrix to offer comprehensive support to graduates throughout their job search, employment, and settlement processes.
In terms of specific measures, Nanjing has long implemented and continuously upgraded the "Nanjing Talent Initiative" subsidy programs, using direct financial support to reduce living costs for talent. Eligible doctoral, master’s, and bachelor’s degree holders can receive monthly housing rental subsidies of ¥2,000, ¥800, and ¥600, respectively, for up to 36 months. Since 2024, the policy coverage has expanded to include doctoral graduates from world top-200 universities employed at institutions such as universities and research centers. Subsidy standards have been raised for newly recruited master’s and doctoral graduates in key industries, and one-time job search subsidies have been provided to disadvantaged graduates, including those from low-income families or with disabilities, effectively alleviating the financial pressure on young talent at the start of their careers.
To enhance policy implementation and service effectiveness, Nanjing actively promotes collaboration among government, universities, and enterprises. In 2025, the city appointed dedicated human resources and social security officers to liaise with universities, conduct needs assessments, promote policies, facilitate recruitment connections, and provide follow-up support. Additionally, "Employment Guidance Teams" and "Entrepreneurship Mentorship Groups" were formed to offer career counseling and startup guidance on campuses, helping graduates transition smoothly from academic to professional life.
On the enterprise side, Nanjing has increased support by offering subsidies for job creation and social security contributions, as well as promoting financial products like the "Sugang Loan." These practical measures have effectively reduced labor costs for businesses and stabilized employment. Since 2025, over ¥125 million in enterprise stabilization funds has been disbursed, benefiting 13,600 enterprises, while nearly ¥52 billion in "Sugang Loan" funds has been issued in collaboration with financial institutions, strongly supporting business stability and job expansion.
The continuously improving employment ecosystem and talent policies have significantly enhanced Nanjing’s "talent magnet" effect. In recent years, Nanjing has not only been recognized as China’s most attractive city for "post-95s" talent but has also been named the "Best City for Talent Attraction" for three consecutive years and listed eight times among the "Most Attractive Chinese Cities in the Eyes of Foreign Talent." In terms of industrial development, Nanjing’s "4+6" industrial system provides vast opportunities for talent. In 2024, the city won 29 National Science and Technology Awards, ranking third among Chinese cities, reflecting a growing positive cycle between high-level talent and high-quality development.
From subsidies and service coordination to enterprise support and industry-driven talent aggregation, Nanjing has implemented a systematic, iterative, and coherent set of strategies to create a talent-friendly ecosystem that is both professionally rewarding and livable. The six consecutive years of recognition as the "Best City for Employment Promotion" is a strong affirmation of Nanjing’s sustained efforts to promote high-quality and sufficient employment.
Currently, Nanjing is planning a new series of talent policies aimed at further enhancing the city’s appeal and competitiveness. Relevant officials from the Nanjing Human Resources and Social Security Department stated that the city will accelerate the development of a youth-friendly urban environment, providing even richer opportunities for both urban growth and talent development.
