Recently, the National Reform Heat Assessment Report for the fourth quarter of 2025 has been released, revealing that Xiamen in Southeast China's Fujian Province once again ranked first in the reform heat index among 15 comparable cities nationwide.
Since the launch of the Xiamen comprehensive reform pilot initiative in June 2023, the city has topped the average reform heat index among comparable cities for 10 consecutive quarters.
Xiamen has continued to advance reforms through its comprehensive reform pilot initiative, injecting strong momentum into the city's high-quality development. By the end of 2025, Xiamen has developed 80 nationally pioneering achievements and 261 institutional practice outcomes, with 11 original reform initiatives being elevated to national-level institutional frameworks.
Xiamen has secured approval for 18 new national-level pilot programs, including the Fuzhou-Xiamen-Quanzhou comprehensive reform pilot for market-oriented factor allocation, the national pilot for expanded opening-up of the service sector, and the pilot program for new forms of business. These initiatives have further consolidated Xiamen's leading position as a pioneer of reform among China's special economic zones.
By leveraging its special economic zone legislative authority, Xiamen has enacted three local regulations, including the Xiamen Special Economic Zone Individual Bankruptcy Protection Regulations, the Xiamen Special Economic Zone Ecological Environment Zoning Control Regulations, and the Xiamen Special Economic Zone Market Access Commitment-Based Licensing Provisions, providing important institutional resources for improving China's legal system. In 2025, Xiamen generated 263 reform and innovation cases, up 10.5% from 2024.
The city highlighted 23 exemplary reform models, including the "Heart Sapling Visiting Scholar Program" brand for open medical cooperation, which promotes Chinese medical solutions globally. Three cases, including the innovative integrated management model for safety and convenience in large-scale performances, were recognized as outstanding reform cases at the provincial level.
Another three initiatives — including the "one bed" free accommodation assistance mechanism, the one-stop education enrollment service, and the unaccompanied care reform — were selected as exemplary provincial projects.
