New Talent Policies Released in Beijing and Other Cities — Maximum ¥500,000 Funding Available

Jul 31, 2026

Recently, the "Swift Soaring • Youth Innovation Empowering the Future" initiative — a program designed to empower young people in Changping —was recently launched at the Changping “Swift Youth Employment and Entrepreneurship Empowerment Center” in Beijing's Changping District. At the event, the "Two Centers, One Base, Multiple Stations" service matrix was officially launched, and policies supporting youth innovation and entrepreneurship in Changping District were released. The upgraded policy focuses on young people under the age of 35, offering a comprehensive package covering the full cycle of "employment, entrepreneurship, living, and services." This policy upgrade is reflected in four key areas: First, reducing entrepreneurial costs—the district has integrated resources from approximately 30 entrepreneurial base platforms, extending free workstation support from the original one year to a three-year tiered subsidy, easing the early-stage financial pressure on startups. Second, strengthening high-level talent attraction—a new postdoctoral entrepreneurship "pre-approval" mechanism has been introduced, allowing applications during the postdoctoral period to be fulfilled upon completion. Postdoctoral fellows who complete their term normally and start their first business in Changping for at least six months will receive a financial reward. A special youth talent development fund has also been established, and joint university-local master’s and doctoral training programs have been deepened. Third, addressing housing needs—Changping has secured a reserve of 2,000 housing units and set up a "Talent Apartment Supermarket" for on-demand allocation. "Swift" youth talent hostels have been established at five locations: Tiantongyuan, Life Science Park, Shahe Higher Education Park, Nanshao, and downtown Changping—providing a tiered housing guarantee of "7 days free stay + 3 months zero-cost transition + 3 years discounted housing." Fourth, improving living amenities—new services in transportation, sports, consumption, culture, and tourism have been added to cover the daily needs of young people.
