Xinglian Talent Program Policies Related to High-Level Talent

Science and Technology Talent Innovation Support Policies

Top-tier talent, leading talent teams, and major teams that are “transplanted with soil” shall receive up to ¥5 million in R&D project funding; outstanding young scientific and technological talents, outstanding young scientific and technological talents, and young scientific and technological stars shall receive R&D project funding of ¥1 million, ¥300,000, and ¥100,000 per person respectively.

Applicant entities shall visit the Dalian Talent Network, log into the Dalian Science and Technology Project Management Information Platform, and submit materials such as an application form and a feasibility report. Project supervisory management departments shall review and recommend. The Municipal Science and Technology Bureau shall conduct formal review of the submitted projects, organize expert evaluation and on-site inspection. A 5-working-day public notice shall be posted on the official website of the Municipal Science and Technology Bureau; if no objections are raised, the project support plan shall be issued. The applicant entity shall sign a contract with the Municipal Science and Technology Bureau and the supervisory management department, and the Municipal Science and Technology Bureau shall disburse the funds to the entity where the talent works. Within six months after the project contract is completed, the Municipal Science and Technology Bureau shall organize project audit, expert evaluation, and on-site inspection to conduct project acceptance.

Science and Technology Talent Entrepreneurship Support Policies

The enterprise where the talent works may receive interest subsidy support of up to ¥1 million.

Applicant entities shall visit the Dalian Talent Network, log into the Dalian Science and Technology Project Management Information Platform, and submit materials such as an application form and a feasibility report. Project supervisory management departments shall review and recommend. The Municipal Science and Technology Bureau shall conduct formal review of the submitted projects, organize expert evaluation and on-site inspection. A 5-working-day public notice shall be posted on the official website of the Municipal Science and Technology Bureau; if no objections are raised, the project support plan shall be issued. The amount of bank loan interest incurred by the enterprise included in the support plan shall be reviewed and verified. The Municipal Science and Technology Bureau shall disburse the funds to the enterprise.

"Bottleneck" Key Core Technology Breakthrough Support Policies

Implement the "Open Competition for the Best Candidate" project for tackling "bottleneck" key core technologies. A subsidy of up to 30% of the project's actual self-funded R&D expenditure shall be given to the party initiating the challenge, with a maximum subsidy of  ¥10 million.

Applicant entities shall visit the Dalian Talent Network, log into the Dalian Science and Technology Project Management Information Platform, and fill in the enterprise's technical needs according to the collection notice issued by the Municipal Science and Technology Bureau. The Municipal Science and Technology Bureau shall organize industry experts to conduct technical evaluation and select "bottleneck" key core technologies. The Municipal Science and Technology Bureau shall organize the parties initiating the challenge to refine the challenge content, form an official list of challenges, and publish it on the official website of the Municipal Science and Technology Bureau. The parties initiating and accepting the challenge shall conduct project matchmaking, sign a contract for the challenge, formulate an implementation plan, and submit it to the Municipal Science and Technology Bureau. The Municipal Science and Technology Bureau shall organize experts to review the implementation plan and the challenge contract. The list of proposed supported projects shall be published on the official website of the Municipal Science and Technology Bureau for 5 working days, and an announcement of the challenge acceptance shall be issued. The Municipal Science and Technology Bureau shall issue the project approval document. The Municipal Science and Technology Bureau, the project supervisory management department, and the leading party initiating the challenge shall sign the project contract. After project approval, the Municipal Science and Technology Bureau shall disburse the funds to the leading party initiating the challenge. After the project passes acceptance, the Municipal Science and Technology Bureau shall disburse the remaining funds to the leading party initiating the challenge.

Science and Technology Innovation Platform Support Policies

Newly approved national, provincial, and municipal key laboratories, technology innovation centers, clinical medicine research centers, and basic science research centers shall receive one-time reward subsidies of ¥5 million, ¥500,000, and ¥500,000 respectively. Municipal-level platforms rated as excellent shall receive a subsidy of ¥500,000.

Applicant entities shall visit the Dalian Talent Network, log into the Dalian Science and Technology Project Management Information Platform, and submit relevant materials for application. For municipal-level science and technology innovation platforms, the Municipal Science and Technology Bureau shall organize experts to conduct review and evaluation, determine the proposed list for establishment, publish it on the official website of the Municipal Science and Technology Bureau for 5 working days, and, if no objections are raised, issue the project approval and establishment document. The Municipal Science and Technology Bureau shall disburse the support funds to the platform's supporting entity. The Municipal Science and Technology Bureau shall evaluate municipal-level science and technology innovation platforms every three years; those rated as excellent shall continue to receive funding support. For national and provincial-level science and technology innovation platforms, the Municipal Science and Technology Bureau shall disburse the support funds to the platform's supporting entity based on the list of approved platforms.

Settlement Allowance Policy for Introduced High-Level Talents

Full-time introduced top-tier talent, leading talent, high-end talent, and young outstanding talent shall receive settlement allowances of ¥5 million, ¥2.6 million, ¥1.2 million, and ¥300,000 per person respectively.

Initial application: The applicant shall submit an application to their employing entity. After preliminary review, the employing entity shall submit the application to the autonomous recognition region, department, or entity according to the recognition authority. The autonomous recognition region, department, or entity shall review the recognition qualifications and upload the recognition list to the Municipal Talent Big Data Comprehensive Service Platform. The system shall automatically verify online the talent's social insurance payment records and employment registration information in Dalian, and an online filing list shall be generated. The Municipal Talent Work Office shall disburse the funds to the bank account of the applicant's employing entity within 2 working days. The employing entity shall disburse the funds to the applicant's personal account within 2 working days.

Subsequent disbursement: The employing entity shall, one month before the scheduled disbursement date, verify the personnel status and submit an application to the Municipal Talent Work Office. The system shall automatically verify online the talent's social insurance payment records in Dalian. The Municipal Talent Work Office shall disburse the funds to the bank account of the applicant's employing entity within 2 working days. The employing entity shall disburse the funds to the applicant's personal account within 2 working days.

Local High-Level Talent Allowance Policy

Local top-tier talents, leading talents, high-end talents, and young outstanding talents shall receive monthly allowances of ¥5,000, ¥3,000, ¥2,000, and ¥1,000 per person respectively. For those working full-time in Pulandian District, Wafangdian City, Zhuanghe City, and Changhai County, the allowance standard shall be increased by 10%.

The Municipal Talent Work Office shall disburse the funds to the applicant's social security card account within the first 3 working days of each month.

Subsidy Policy for Flexibly Introduced High-Level Talents

For flexibly introduced Chinese top-tier talent, leading talent, and high-end talent, a subsidy of up to ¥2 million, ¥1 million, and ¥500,000 per person per year shall be given, based on a certain proportion of the actual pre-tax labor remuneration paid.

The employing entity shall submit an application to the local human resources and social security department of the district, city, or open pilot area. The human resources and social security department of the district, city, or open pilot area shall, together with the local talent recognition department, evaluate the level of the flexibly introduced talent and review the materials for flexible introduction. The human resources and social security department of the district, city, or open pilot area shall log in to the Municipal Talent Big Data Comprehensive Service Platform to upload the list of talents benefiting from the policy and the summary of amounts. The Municipal Human Resources and Social Security Bureau shall generate a filing and fund disbursement list and publish it on the Dalian Talent Network for 5 working days. The Municipal Human Resources and Social Security Bureau shall disburse the subsidy funds to the talent's personal bank account.

Subsidy Policy for Postdoctoral Research Station

Establishment subsidy: Newly established national postdoctoral research workstations and Liaoning provincial postdoctoral innovation practice bases that have recruited postdoctoral researchers shall receive one-time subsidies of 500,000 yuan and 200,000 yuan respectively. For newly established workstations and bases in Wafangdian City, Zhuanghe City, and Changhai County, the standards shall be increased to ¥600,000 and ¥300,000.

Applicant entities shall visit the Dalian Talent Network, register and log in. Enter the "Postdoctoral Research Workstation Subsidy" module, and submit online the entry approval materials for the postdoctoral researchers currently in the station and the entity's bank account information. The Municipal Human Resources and Social Security Bureau shall review the application materials online, verify the entity's credit, and publish the list on the Dalian Talent Network for 5 working days. The Municipal Human Resources and Social Security Bureau shall disburse the funds to the applicant entity's bank account.

Postdoctoral training subsidy: National postdoctoral research workstations that recruit and train postdoctoral researchers shall receive training subsidies of ¥220,000 per person for full-time researchers and ¥160,000 per person for non-full-time researchers. National postdoctoral research mobile stations shall receive training subsidies of ¥120,000 per person for full-time researchers. For workstations and bases established in Wafangdian City, Zhuanghe City, and Changhai County, the training subsidy standards shall be increased by 10%.

Applicant entities shall visit the Dalian Talent Network, register and log in. After the recruited postdoctoral researchers have been in the station for one year or two years, enter the "Postdoctoral Research Workstation Subsidy" module, submit an online application, fill in the postdoctoral researcher's identity information, and upload the entry approval materials. The Municipal Human Resources and Social Security Bureau shall review the application materials online, verify the entity's credit, and publish the list on the Dalian Talent Network for 5 working days. The Municipal Human Resources and Social Security Bureau shall disburse the funds to the applicant entity's bank account.

Settlement allowance: Domestic postdoctoral researchers who have completed their tenure and work full-time in our city, if meeting the criteria for young outstanding talents, shall receive a settlement allowance of ¥300,000 after application and recognition. The specific application process shall be the same as that for the introduced high-level talent settlement allowance policy.

High-Level Talent Service Guarantee Policies

1. Health Management for High-Level Talents

(1) "Green Channel" for medical treatment. Establish dedicated outpatient services and online appointment portals to provide "green channel" services for top-tier talents, leading talents, and high-end talents. The parents and spouses of top-tier talents and leading talents shall enjoy the same service treatment as the talents themselves.

Talents shall choose a designated health management hospital according to their own needs. The designated hospital shall assign a talent liaison officer to accompany the talent for medical treatment, examinations, and fee payment, and provide priority admission to health care wards to ensure timely medical treatment for the talents.

(2) Free health check-ups. Top-tier talents, leading talents, and high-end talents shall receive special medical treatment services and free health check-ups, with priority admission to health care wards and bed fee subsidies, and a "one person, one file" health record shall be established.

Talents shall independently choose a designated physical examination hospital according to their own needs and the physical examination schedule. The physical examination hospital shall provide examination results within 2 working days after the physical examination is completed.

(3) Assigned contact physicians. Assign responsible physicians to top-tier talents and leading talents to provide "one-on-one" health guarantee services.

2. School Enrollment Guarantee for Children of High-Level Talents

(1) Introduced talents. The children of introduced top-tier talents, leading talents, and high-end talents may choose their schools independently once for primary school or junior high school, enjoying the "quota to school" policy. For senior high school, arrangements shall be made with reference to the talents' wishes according to relevant student status management regulations.

Follow the principle of "handling upon arrival". Talents may submit an application to the autonomous recognition entity, region, or department at any time according to their needs. Upon receiving the application, the autonomous recognition entity, region, or department shall check the completeness of the materials submitted by the talent. The Municipal Talent Work Office shall verify the relevant materials and transfer the guarantee list to the Municipal Education Bureau. The Municipal Talent Work Office shall provide feedback to the talent on the processing result.

(2) Local talents. The children of local top-tier talents, leading talents, and high-end talents may choose their schools independently once for the starting grade of primary school or junior high school, enjoying the "quota to school" policy.

In early June each year, the Municipal Talent Work Office shall make unified arrangements. Talents shall submit an application to the autonomous recognition entity, region, or department according to their needs. Upon receiving the application, the autonomous recognition entity, region, or department shall check the completeness of the materials submitted by the talent. The Municipal Talent Work Office shall verify the relevant materials and transfer the guarantee list to the Municipal Education Bureau. The Municipal Talent Work Office shall provide feedback to the talent on the processing result by the end of July each year.

3. Employment Support for Spouses of High-Level Talents

For introduced high-level talents, if their spouses are currently employed in administrative agencies or public institutions in other regions, efforts shall be made to help coordinate their employment in Dalian, in principle through methods of matching status and professional fields.

Recognized introduced high-level talents and key industry urgently needed talents shall submit an application to their employing entity or the autonomous recognition region or department. The autonomous recognition entity, region, or department shall verify the relevant materials and, if conditions are met, report to the Municipal Talent Work Office. The Municipal Talent Work Office shall organize relevant entities, regions, and departments to study and propose handling opinions, and coordinate guarantees according to the handling opinions.
