I. Enhance the Level of Entry-Exit Convenience
Implement the five national measures designed to facilitate the entry of foreign nationals into China, optimize the policy environment for the entry, exit, stay and residence of foreign nationals in Wuxi and strive to implement the visa-free transit policy. Under this policy, eligible foreign nationals holding connecting tickets for international flights transiting through Wuxi to a third country or region may stay in designated administrative areas (including Wuxi) for a designated period of time without a Chinese visa, thereby facilitating smooth and convenient cross-border travel for foreigner nationals in Wuxi. Expand the compatibility of mobile payment transaction methods, such as cash payments, credit card payments (including foreign currency credit cards), and third-party payments, and combine this with the expansion of duty-free refund "instant refund" stores to broaden the coverage of onshore payments for foreign nationals. I. Background
Wuxi is an important window for Jiangsu's opening-up, attracting and gathering a large number of foreign nationals for business, work, study, and tourism. Foreign nationals and foreign-invested enterprises have become an important force driving Wuxi's economic and social development and international economic, trade, and cultural exchanges. At the beginning of the new year, the municipal government planned to introduce the "Ten Measures to Facilitate Foreign Nationals in Wuxi", mainly considering the following three aspects:

1.Meeting the needs of economic and trade exchanges. Since the normalization of the COVID-19 pandemic, the number of foreign nationals coming to Wuxi for work, tourism, visits, and business trips has gradually increased. The "Ten Measures" focus on the small "entry point" of "facilitating the life and work of foreign nationals in Wuxi", actively conforming to the current development trend of efficient and rapid exchanges and interactions in international economic and trade activities, and helping to liberalize and facilitate investment and trade.

(VI) Education and Medical Care Facilitating Scenario
Strengthen the construction of schools for children of foreign personnel, accept foreign students into ordinary public, private primary and secondary schools and kindergartens, and expand the source countries, categories, and scale of international students studying in Wuxi. Support hospitals in providing foreign-related medical services, equip medical staff with foreign language communication skills, and encourage qualified municipal hospitals to launch online English medical guidance services.

The arrangement for the optimization of the overall convenience environment for foreign nationals is as follows:

(I) Optimize the International Language Environment
Provide a basic foreign-language reception environment in places such as airports, hotels, public transport hubs, tourist attractions and major commercial districts. Add foreign language operator services to the 12345 hotline, and promote the addition of foreign language service options to the 110, 120 and 119 emergency hotlines. Carry out Chinese-English bilingual signage for municipal facilities such as urban roads, bridges, tunnels and pedestrian overpasses, as well as for bus stop signs, and strengthen the regulation of foreign language signage at key tourist attractions and similar locations.

(II) Optimize the Urban Development Environment
Improve the quality of backstreets and alleys, create "sit-on-the-ground" urban living rooms, implement the "revealing the mountains and greening the landscape" project, construct key projects such as the botanical garden, natural history museum, and Taihu Country Park, to create a garden city featuring the landscape of Jiangnan.

(III) Optimize the City's International Image
Use more international languages and methods to improve the proprietary urban IP system including visual identity, brand logo, promotional signage and slogans, build the "Charming Wuxi" English platform well, create the "Xiwei Chudao" urban online image brand, and select and honor Honorary Citizens of Wuxi.

Establish a group of model service outlets that facilitate access for foreign nationals in Wuxi.
Promote the construction of 10 model commercial districts (blocks) accepting foreign bank cards. 100 model units for external services, and 1,000 foreigner-friendly scenarios. Produce a guide for foreign nationals coming to Wuxi, and distribute it at airports, railway stations, hotels, public transport, tourist attractions, and major commercial districts. Improve the foreign language version of the website service system, promptly publish government and life service information on official government websites, and provide more precise, scenario-based, and life-oriented services for overseas personnel coming to Wuxi. Enrich the inquiry functions at airports, railway stations, and open ports, and provide pre-trip guidance services for foreigner nationals coming to Wuxi.
