Xiamen has established a multi-tiered, extensive, and robust talent policy system. The strength of these measures places it at the forefront of peer cities in China, and they are consistently open and applicable to foreign talent.
More than 500 non-Chinese citizens who reside in Xiamen now hold social security cards that integrate work visa, residence permit and social security data.
Officials said that the consolidation of data is designed to simplify and consolidate verification processes, reducing processing time for foreign nationals. The integrated card also provides access to public services such as healthcare, transportation and cultural tourism.
In September, the survey findings of 2024 "Amazing China — The Most Attractive Chinese Cities in the Eyes of Foreign Talents" were released at the opening ceremony of the Hangzhou International Human Resources Exchange and Cooperation Conference in East China's Zhejiang Province. Xiamen once again ranked among the top 10 cities. The initiative conducts a quantitative analysis of foreign talent evaluations based on job satisfaction, daily life convenience, and environmental friendliness. This analysis gauges the overall attractiveness of Chinese cities to foreign professionals.
