Interpretation for the Notice of Chengdu Housing Provident Fund Committee on Improving the Housing Provident Fund Mechanism for Expatriates in Chengdu

Notice of Chengdu Housing Provident Fund Committee on Improving the Housing Provident Fund Mechanism for Expatriates in Chengdu (Chengdu Housing Provident Fund Administrative Committee [2024] No. 11, hereinafter referred to as the Notice) has been approved by Chengdu Housing Provident Fund Administrative Committee for official release. We hereby present the following interpretation for the Notice.
I. Background
To earnestly implement the decisions and arrangements of the 5th Plenary Session of the 14th CPC Chengdu Municipal Committee, and to facilitate the implementation of the “Home in Chengdu” program for expatriates, we have solicited opinions and suggestions from the expatriates and the employers in Chengdu and improved the policies regarding the mechanism of participation and services, taking into account the specific conditions in Chengdu.
II. Adjustments to the Notice
There are two major adjustments to the Notice: 1. Support expatriates in Chengdu holding the Foreigner’s Work Permit and the passport to participate in the housing provident fund (hereinafter referred to as the HPF) program; 2. Improve services for expatriates in Chengdu to participate in the HPF program, with expatriate-related HPF policies, business information and guidelines released in bilingual versions.
III. Benefits of Participation for Expatriates
Expatriates contributing to the HPF in Chengdu according to the regulations are entitled to the same HPF rights and interests as citizens in Chengdu. The fund can be used to purchase housing for personal use, repay the principal and interest of the loans of the housing for personal use, pay the rent of the housing for personal use. The fund can also be used to apply for low-interest housing provident fund loans. The amount of contribution will be deducted from the taxable individual income.
IV. Contribution Channels
Institutions which have activated their online business portal can handle the business on Chengdu Housing Provident Fund Online Service Hall or choose any service hall of the Chengdu Housing Provident Fund Management Center (hereinafter referred to as the Center) nearby, regardless of which service center they are contributing to.
Flexible employment expatriates in Chengdu can handle the business online via channels such as the Chengdu Housing Provident Fund APP or the Tianfu Citizen Cloud APP (Tian Fu Shi Min Yun App), available 24/7, or visit any service hall of the Center nearby.
