Nanjing High-Tech Zone (Qixia Park) is located in the core area of Nanjing's Zidong region. Established in November 2017 according to national standards, it covers a total area of 5.35 square kilometers, with a planned construction area of 4.4926 million square meters, of which 3.9676 million square meters have been completed. The park adopts a "one zone, multiple parks" management model, consisting of four directly managed parks—Zidong International Creative Park, Life Science Innovation Park, Jingang Science and Technology Center, and Xianlin Intelligence Valley—and eight collaborative parks, including Nanjing University Science Park, October Commune Science and Technology Entrepreneurship Park, Southeast University Science Park Qixia Branch, and Nanjing Yaohua Science and Technology Innovation Center.
II. Organizational Functions
The park is responsible for the development and management of cultural and ecological industrial parks, science and technology parks, startup incubators, and supporting facilities. It engages in cultural technology research and development, project development, investment, management, transfer, consulting, services, and outsourcing. It also handles industrial investment, municipal and agricultural infrastructure construction, software development and sales, website construction, scientific and technological consulting, conference services, property management, real estate leasing, catering and hotel management, business services, tax information consulting, handicraft research and development, real estate development, import and export of goods and technologies, greening engineering design and construction, photovoltaic power generation engineering design and construction, and solar photovoltaic power generation system research and development and sales.

IV. Comprehensive Support
Qixia High-Tech Zone has established a "Party Working Committee + Management Committee + Group Company" integrated management model. The park is operated by Qixia Science and Technology Industry Development Co., Ltd., which oversees three subsidiary companies. Nanjing Zidong Property Management Co., Ltd. is mainly responsible for property management in the three directly managed parks—Zidong Creative Park, Life Science Innovation Park, and Jingang Science and Technology Park—covering nearly 2 million square meters. Its services include security, cleaning, greening, public area maintenance, and the upkeep of important facilities, aiming to create a safe, comfortable, and eco-friendly park environment. Nanjing Xiangu Enterprise Management Co., Ltd. is responsible for asset management, rent collection, the removal of underperforming enterprises, and the investment and operation management of commercial and talent apartments. Nanjing Zidong Hotel Co., Ltd. manages the Zidong Ecological Conference Center, offering government and business reception, conference hosting, catering, and accommodation services.
The commercial supporting area of Qixia High-Tech Zone totals 94,081.33 square meters (including 13,765.74 square meters for Zidong Hotel), mainly distributed in Zidong, Life, and Jingang parks. Zidong's commercial areas are located in the G3 commercial street, C zone sunken plaza, and E zone basement. The G3 commercial street, based on the original architectural features, provides basic consumer services such as supermarkets (Hao De and Surun Wanjia), fast food (Lao Xiang Ji and Ba Wan), and hair salons. The C zone sunken plaza focuses on differentiated business formats, with plans to introduce benchmark brands like McDonald's, MR PIZZA, TIMAS Coffee, Le Fit Gym, and Yuehonglou. The E zone basement is designed to create a cultural atmosphere with art, dance training, and music studios. Life A1 is positioned for fitness and education, with convenience stores, cafes, tea houses, and fast food. The A2 area is planned for a health-themed project. Jingang's commercial area targets young industrial workers, with plans to introduce specialty restaurants, fast food, and international cuisines in the second-phase sunken plaza, complemented by cafes, supermarkets, and clothing stores to enrich the commercial atmosphere.
Qixia High-Tech Zone has a total of 1,136 apartments, with 379 in Zidong, 472 in Life, and 285 in Jingang. The apartments offer 24-hour one-stop services, with independent bathrooms, air conditioning, refrigerators, washing machines, and other appliances, allowing for immediate occupancy.

[Policy Overlap and Comprehensive Services]
Building on the municipal government's No. 1 policy documents from 2018 to 2021, Nanjing High-Tech Zone (Qixia Park) provides enterprises with policies covering industry, technology, talent, and finance, with additional rewards for the settlement of artificial intelligence, biopharmaceuticals, unicorns, gazelles, and headquarters enterprises.
In 2020, Qixia Park further focused on marketization, improving the full-chain enterprise service system and building a "1+2+5" comprehensive service system. With "empowering enterprises" as the main line, the park established two platforms—an online big data service platform and an offline enterprise service center—and created five service brands: "Xingchuanghui," "Afternoon Tea," "Private Board Meeting," "Service Tour," and "Policy Hub," offering zero-distance, professional, and customized "store assistant" services. The park innovated its service model by releasing the "Zidong Living Room" service card and creating a "vitality map" to help enterprises connect with financing and land resources. It also launched the "Goods Express" activity brand to promote high-quality products and technologies, enhancing enterprise influence and service efficiency. Currently, the park has 53 financial service institutions, 33 registered funds, and a total fund scale of 7.5 billion yuan, broadening financing channels for enterprises. Additionally, the high-tech zone has participated in the establishment of six industrial funds with a total scale of 1.64 billion yuan, providing comprehensive support for enterprise development.
[International Integration and Innovation]
Qixia Park actively implemented the "Rooting Plan," attracting international innovation resources. It has visited Belgium, Germany, Finland, and Israel multiple times to explore international innovation resources, visiting 28 organizations, including Chinese embassies, government agencies, universities, and technology enterprises. It established "Overseas Collaborative Innovation Centers" in Belgium and Germany and signed seven cooperation agreements. In March 2021, the "Belgium Welcome Office Qixia Branch" was officially established in Qixia Park, further consolidating the deep links between Belgian enterprises and Nanjing, and promoting practical cooperation.
At the end of 2020, Qixia Park created the "Haizhi Bay·Zidong" International Talent Block. The block integrates resources from Qixia Administrative District, Nanjing Economic and Technological Development Zone, and Xianlin University Town, creating an "overseas-like" environment. It provides a "one-stop" panoramic service system for global high-level industrial talents and young overseas talents with master's degrees or above from world-class universities (research institutions), covering government affairs, settlement, innovation and entrepreneurship support, social networking, and life services, allowing overseas talents to "move in with a suitcase," "start businesses easily," and "develop rapidly."

Qixia Park is located at the southern foot of the beautiful Qixia Mountain, surrounded by mountains and rivers, with a green coverage rate of 65% and the lowest PM2.5 levels in the city. Adjacent to Xianlin University Town, the park benefits from the intellectual, talent, and technical support of 200,000 students and faculty from 18 universities, including Nanjing University and Nanjing University of Chinese Medicine.
The park's transportation network is well-developed, connecting to Nanjing's "one-hour metropolitan circle" and rapidly radiating to Jiangsu and East China. Longtan Port, the Second and Fourth Yangtze River Bridges, highways, and railways form a closed loop for enterprise supply logistics. Metro Lines 1, 2, and 4, as well as the upcoming Lines 6 and 7, provide comprehensive public transportation coverage, ensuring convenient travel for employees.
