I. Park Overview
Nanjing Yuhuatai High-Tech Industrial Development Zone was officially established in November 2017 within the China (Nanjing) Software Valley, in line with the municipal government's strategic plan to build Nanjing into an innovation city with global influence. The zone covers a planned area of 12 square kilometers and is located in the core area of China (Nanjing) Software Valley. Its administrative body operates jointly with the Software Valley Management Committee. China (Nanjing) Software Valley was established in August 2011, with a total planned area of 73 square kilometers, entirely located within Yuhuatai District, Nanjing.
II. Organizational Functions
The Software Valley Management Committee is the highest administrative body of the Software Valley, responsible for administrative management, industrial development, economic management, infrastructure construction, and policy services. It oversees the work of various departments and vertical units within the Software Valley.
III. Medium and Long-Term Planning
Guided by Nanjing's innovation city construction and Yuhuatai's "comprehensive innovation, high-tech across the board" development plan, the Software Valley, marking its 10th anniversary as a new starting point, will focus on its positioning as a core area for the digital economy. It aims to develop six major industrial clusters, with the goal of achieving independent and controllable industrial chains. The Valley will vigorously promote emerging fields such as artificial intelligence, big data, cybersecurity, edge computing, and blockchain, and accelerate the digitalization of industries and industrial digitalization. By the end of the "14th Five-Year Plan" period, the Valley aims to double both software business revenue and the number of large-scale software enterprises, achieving a software business revenue of 450 billion yuan. The total construction area for the software industry will exceed 16 million square meters, with more than 4,800 software-related enterprises and 400,000 software-related employees, striving to build a renowned Chinese software park.
IV. Comprehensive Support
The Software Valley strengthens the capacity of spatial resources to support industrial project implementation and enhances infrastructure construction, such as roads, to improve traffic flow within the Valley. Additionally, it focuses on providing high-quality educational resources for enterprises in the area, introducing prestigious institutions like Nanjing Foreign Language School, and establishing Nanjing Foreign Language School Yuhuatai International School, Software Valley Primary School, and Software Valley Second Primary School. The Valley is comprehensively reviewing the spatial resources of the Dashihu area in the southern part, planning the industrial positioning and functional layout of Niushou Mountain North, Jiangjun Mountain, and Dashihu Park to create a high-end intelligent industrial park that gathers cutting-edge industries, promotes ecological and low-carbon development, and integrates smart technology. Within the Software Valley, the Qinhuai New River flows gently, and the national 4A-level tourist attractions, Yuhuatai and Juhuatai, face each other. Jiangjun Mountain, Niushou Mountain, and Hanfu Mountain are interconnected, while Huashen Lake, Dashihu Lake, and Lianhua Lake reflect each other. The forest coverage rate in the area reaches 31.3%, and the green coverage rate is 49.68%, making it a "green barrier" and "ecological corridor" of Nanjing's main city.
