I. Basic Overview

Nanjing High-Tech Zone (Liuhe Park) was established in December 2017 as one of the 15 high-tech zones integrated and established by Nanjing. Located in the central part of Liuhe District, it consists of five sectors with a total area of 34.2 square kilometers. The specific areas are as follows:

1. Chengxi Sector: Bordered by the Ninglian Expressway and Chu River to the east and south, and by Shidai Avenue and Ningqi Railway to the west and north, covering an area of 8.2 square kilometers.

2. Liuhe Economic Development Zone: Bordered by Longhua West Road, Longhua Road, and Longhua East Road to the north, Chengpin Road to the south, Ningqi Railway to the west, and Jiangbei Avenue and Yongliu Expressway to the east, covering an area of 16.7 square kilometers.

3. New City Sector (Liuhe Science and Technology Innovation Center): Bordered by Wenhui Road to the north, Wangqiao Road to the east, and the existing Huayu Xinyuan residential area to the south and west, covering an area of 0.028 square kilometers.

4. Xiongzhou Sector: Bordered by Yongtingyuan Avenue to the north, planned Shizhuang Road to the south, Chengdong Road to the east, and the planned Chu River and Shuangyao Road to the west, covering an area of 6.7 square kilometers.

5. Nanjing New Materials Industrial Park: Bordered by Jinjiang Road to the east, planned Yuzhuang Road to the south, Chu River to the west, and Shuangxiang and Jinjiang Road to the north, covering an area of 2.6 square kilometers.

II. Organizational Functions

The zone operates under a "Management Committee + Platform Company" model. The Management Committee primarily undertakes economic development responsibilities and consists of four departments:

1. Party-Mass Comprehensive Department: Responsible for Party construction, personnel and financial management, asset management, daily operations, and logistical services for the Party Working Committee and Management Committee.

2. Planning and Construction Department: Responsible for the overall planning of the zone, as well as the planning, design, and construction management of science and technology innovation carriers.

3. Enterprise Service Department: Responsible for industrial development planning, economic operation analysis, application and tracking management of various science and technology projects , and daily management of science and technology innovation carriers.

4. Investment Promotion Department: Responsible for implementing investment and talent attraction policies at the municipal and district levels, and promoting  the negotiation,考察 (inspection), and评估 (evaluation) of various projects based on these policies.

The Management Committee also oversees state-owned platform companies, which are supervised in terms of personnel, project investment, and annual assessments. These companies are responsible for specific tasks related to the zone's innovation and development:

Nanjing Liuhe Science and Technology Venture Investment Development Co., Ltd. (Parent Company): Handles science and technology investment matters, including investment promotion, talent attraction, and organizing investment promotion activities.

Nanjing Liuhe High-Tech Construction and Development Co., Ltd. (Subsidiary): Responsible for project construction, property services for science and technology innovation carriers, and work safety management.

Nanjing Tangyi Science and Technology Innovation Service Co., Ltd. (Subsidiary): Responsible for enterprise services, economic indicator statistics and reporting, and the operation and assessment of science and technology innovation carriers.

III. Medium and Long-Term Planning

Focusing on the goal of creating a provincial-level high-tech zone, the park aims to seize the opportunity of building the "One Port, Two Sectors" of the Liuhe Science and Technology Innovation Port. It will concentrate on industries such as high-end equipment manufacturing, energy conservation and environmental protection, aerospace, low-altitude security, and artificial intelligence. By empowering industrial development through technological innovation and strengthening the real economy, the park will build science and technology innovation carriers, expand leading industrial clusters, and enhance technological innovation platforms. It will continuously improve the quality and efficiency of technological empowerment, industrial clustering, and business services, building an innovation development system integrating scientific research, innovation incubation, achievement transformation, and talent agglomeration. The park strives to become a benchmark zone for a people-satisfied, modern socialist exemplary city.

IV. Comprehensive Support

1. "Land, Sea, and Air" Transportation Network: The zone benefits from Ma'an International Airport, the Liuhe West Station of the Ninghuai High-Speed Railway, multiple national expressways (G40, G25, G42, G312), the Ningtian Intercity Metro, the planned Metro Line 14, and the golden waterway of the Yangtze River and Chu River.

2. Complete Science and Technology Innovation Carrier Chain: The zone currently has over 700,000 square meters of operational science and technology innovation carriers, focusing on building a full-chain enterprise development space from "maker spaces - incubators -  accelerators -  headquarters buildings -industrial parks."

3. Science and Technology Innovation Policy Support: The zone offers a series of preferential policies for technological innovation and talent attraction, such as the "Aggregation Plan" and "Innovation City Policy - Building the Northern Growth Pole."
